The Bourbons, Talleyrand now impressed upon him, represented a principle, the principle of Degitimate Sovereignty. Alexander had grave doubts whether this doctrine would find much favour with the French people.2 Both Talleyrand and Dalberg, however, assured him that, if the Powers were to pledge themselves not to treat with N apoleon or any of his family, the Legislative Assembly would itself call in the Bourbons.3 After consulting with the King of Prussia and with Schwarzenberg, Alexander issued a proclamation in the desired terms. A Provisional Government was, thereupon, appointed, and the next day, April 2ud, the Senate formally decreed the deposition of the Emperor.
