An overview is presented of the design of a 10 GeV laser plasma accelerator (LPA) that will be driven by a PW-class laser system and of the BELLA Project, which has as its primary goal to build and install the required Ti:sapphire laser system for the acceleration experiments. The basic design of the 10 GeV stage aims at operation in the quasi-linear regime, where the laser excited wakes are largely sinusoidal and offer the possibility of accelerating both electrons and positrons. Simulations show that a 10 GeV electron beam can be generated in a meter scale plasma channel guided LPA operating at a density of about 1017 cm-3 and powered by laser pulses containing 30-40 J of energy in a 50- 200 fs duration pulse, focused to a spotsize of 50-100 micron. The lay-out of the facility and laser system will be presented as well as the progress on building the facility.

Preclinical tests with ultra-high doses and dose-rates of electrons have demonstrated clinical advantages in sparing normal tissue while eradicating tumors compared to conventional doses and dose rates. Set-ups for flash electron irradiation of small animals using a clinical linear accelerator, or of cells in vitro with a laser-accelerator electron beam, as well as a proton cyclotron system for small animal studies have each been reported. Laser-generated ion beams can provide much higher peak dose-rates than conventional ion sources. The Lawrence Berkeley National Laboratory is working with the University of California, San Francisco to develop an experimental platform for investigating radiobiological effects of laser-accelerated protons for the treatment of cancer.

Now a second laser revolution is underway with pulsed petawatt-class lasers (1 petawatt: 1 million billion watts) that deliver nearly 100 times the total world's power concentrated into a pulse that lasts less than one-trillionth of a second. New material include: chirped pulse amplification for petawatt lasers; optical anisotropy; physical explanations for group velocity dispersion, group delay dispersion, and third order dispersion; an introduction of different types of laser systems; and both optical isotropy and anisotropy in different types of harmonic generation.Theories based upon mode-locking and chirped pulse amplifications have become increasingly more important. Since their debut in the late 1920s, particle accelerators have evolved into a backbone for the development of science and technology in modern society. Of about 30,000 accelerators at work in the world today, a majority is for applications in industry (about 20,000 systems worldwide). There are two major categories of industrial applications: materials processing and treatment, and materials analysis. Materials processing and treatment includes ion implantation (semi-conductor materials, metals, ceramics, etc.) and electron beam irradiation (sterilization of medical devices, food pasteurization, treatment of carcasses and tires, cross-linking of polymers, cutting and welding, curing of composites, etc.). Materials analysis covers ion beam analysis (IBA), non-destructive detection using photons and neutrons, as well as accelerator mass spectrometry (AMS). All the products that are processed, treated and inspected using beams from particle accelerators are estimated to have a collective value of US$500 billion per annum worldwide. Accelerators are also applied for environment protection, such as purifying drinking water, treating waste water, disinfecting sewage sludge and removing pollutants from flue gases. Industrial accelerators continue to evolve, in terms of new applications, qualities and capabilities, and reduction of their costs. Breakthroughs are encountered whenever a new product is made, or an existing product becomes more cost effective. Their impact on our society continues to grow with the potential to address key issues in economics or the society of today.
