Australia has always been reliant on 'great and powerful friends' for its sense of national security and for direction on its foreign policy—first on the British Empire and now on the United States. Australia has actively pursued a policy of strategic dependence, believing that making a grand bargain with a powerful ally was the best policy to ensure its security and prosperity. Dangerous Allies examines Australia's history of strategic dependence and questions the continuation of this position. It argues that international circumstances, in the world and in the Western Pacific especially, now make such a policy highly questionable. Since the fall of the Soviet Union, the United States has also changed dramatically, making it less relevant to Australia and a less appropriate ally on which Australia should rely. Malcolm Fraser argues that Australia should adopt a much greater degree of independence in foreign policy, and that we should no longer merely follow other nations into wars of no direct interest to Australia or Australia's security. In Reliability and Alliance Interdependence, Iain D. Henry argues for a more sophisticated approach to alliance politics and ideas of interdependence. It is often assumed that if the United States failed to defend an ally, then this disloyalty would instantly and irrevocably damage US alliances across the globe. Henry proposes that such damage is by no means inevitable and that predictions of disaster are dangerously simplistic. If other allies fear the risks of military escalation more than the consequences of the United States abandoning an ally, then they will welcome, encourage, and even praise such an instance of disloyalty. It is also often assumed that alliance interdependence only constrains US policy options, but Henry shows how the United States can manipulate interdependence to set an example of what constitutes acceptable allied behavior. Using declassified documents, Henry explores five case studies involving US alliances with South Korea, Japan, the Republic of China, the Philippines, Australia, and New Zealand. Reliability and Alliance Interdependence makes a substantial contribution to our understanding of how America's alliances in Asia function as an interdependent system.

Australia’s concerns over US extended nuclear deterrence are primarily about entrapment, not abandonment. Still, Australian policymakers are aware that Canberra needs to take on a greater share of the deterrence burden as part of alliance cooperation. Australian policymakers want to better understand the risks associated with greater nuclear cooperation. As they draw on a different Cold War legacy to other US allies, this legacy needs to be properly understood for further cooperation to be possible. Unique among America’s allies, statements about Australia’s understanding of US extended nuclear deterrence commitments are included in its Defence White Papers, but not in joint statements with the United States. Australia and the United States should begin discussing nuclear deterrence at the annual Australia-US Ministerial Consultations communiques to signal alliance cohesion, support its domestic legitimacy and enable more structured strategic dialogue. Both countries should identify where they agree on issues of deterrence, strategic stability and arms control. They should work with like-minded countries to engage China in relevant dialogues; and with Southeast Asian countries to understand and shape their perceptions of the role of deterrence and nuclear weapons in international and regional security. The alliance should consider cooperation in conventional long-range strike to reduce the reliance on nuclear weapons for deterrence and to signal that such cooperation might be expanded in extremis to involve nuclear weapons should Australia’s security environment deteriorate.
