Excerpt from The 1931 Agricultural Outlook for California This report presents a summary of the present available facts bear ing upon the future economic conditions of important farm products in California If farmers are to avoid losses which result from extreme expansion or contraction, these facts should be given careful considera tion when increasing or decreasing acreage of crops. Or numbers of livestock. The statements herein necessarily represent the state point of view, and in many instances, must be modified to meet local and individual conditions. No attempt is made to advise individual farmers as to what they should or should not do. This circular attempts to give the available facts and to analyze their probable bear ing on future prices. It must be recognized, of course, that many conditions may arise that will nullify the most careful estimates. It is believed, however, that the presentation of the more important. Facts bearing upon the future economic conditions will be of benefit to farmers in adjusting their production to market demands. Adjustment of acreage or of breeding plans alone cannot, of course, assure satisfactory profits. Reduction in costs, improvement in quality, and efficiency in marketing are all important considerations. Even in a time of declining prices, some farmers located on land particularly suited to one crop may make more money by growing that crop than by planting another which is on a rising price level but to which the land, climate, or market facilities are ill adapted. Farmers need to consider both the probable future prices as discussed in this circular, and the costs of production on their own farm, or at least in their own locality. Recent cost of production studies, made in cooperation with the farm advisors' offices in various counties, are presented in Agri cultural Extension Circular 24. Months, recoveries in certain important fields were well under way - as for example in the textile, automobile, and building industries. In the present depression, already nearly _two and a half years in duration, only the con sumer industries - textile, boots and shoes, and foods - are at a higher level than last December, while the others reached in September and October the lowest levels so far in this depression. These low levels of industrial pro duction' mean that stocks in retail channels are being consumed and are not being replenished adequately and that sooner or later the need for replenishment may become a factor in revival. Excerpt from The 1930 Agricultural Outlook for California According to the Federal Outlook Report the apple industry of the United States has made a considerable recovery from the disturbed conditions which accompanied the rapid and excessive expansion of commercial plantings in the Northwest and other sections about 20 years ago. The drastic adjustments which followed this period of over-planting have gradually placed the industry on a sounder economic basis. There are still sufficient young trees in commercial orchards, however, to maintain production at a high level for a period of years, and in seasons when weather and other growing conditions are especially favorable production will be so heavy as to be burden some. In 33 of the states which produce over 90 per cent of the United States apple crop, 25 to 30 per cent of the trees in commercial orchards were less than 9 years old at the beginning of 1928, and 65 to 70 per cent were less than 19 years old. In View of this proportion of young trees in commercial orchards together with the general tendencies toward an increased bearing life and an increased productive capacity per tree, owing to improved orchard manage ment and to the larger proportion of orchards on better locations. It seems reasonable to expect a further increase in commercial produc tion for several years. This prospective increase in commercial pro duction, however, will be partially offset by the declining production in family orchards, which contain nearly one-third of the apple trees in the United States. Excerpt from The Agricultural Outlook for 1934 In the group of manufacturing industries using agricultural products pro duction advanced from 87 percent of the 1923 - 25 average in March to 122 in June, a level that has never before been reached. Prior to June 1933 the highest level of production in this group of industries was 114 percent, attained in April 1929. This high level of output, together with the sharp advances in retail prices, suggests that the peak reached in June may not again be reached within the months immediately ahead. The substantial expansion in output seems to have been stimulated by the existence of low stocks of finished goods, anticipation of higher prices, and expectation of higher costs of operation under n.r.a. Codes. The impetus to the expansion lost its force after June and the index of output for these industries fell to 104 in September. As no stimulation similar to that which existed from March to June seems probable in the next few months, the activity of this group of industries in 1934 is not likely again to reach the peak of June. Nevertheless with a further improvement in indus trial employment and pay rolls and no substantial further increase in the retail prices of textiles, the output and pay rolls of industries using agricul tural products will probably be higher in 1934 than in 1933 and the average for the season may be close to the level of September. The high rate of activity reached in the industries using agricultural products was due primarily to the expansion in output of textiles involving cotton, wool, silk, and. Rayon. Cotton consumption, expanding rapidly following the banking holiday and the suspension of gold payments, advanced from 87 percent of the 1923 - 25 average in February to a peak of 139 percent in June. Since the latter month consumption has declined to 103 percent in September. The close of the 1932 33 cotton season apparently found domestic mills operating at a rather high rate of activity witha very large volume of unfilled orders and moderate stocks, but with sales at low ebb. Stocks of textiles in the hands of who-le salers, retailers, and consumers were probably somewhat greater than in 1931 or 1932. The adoption of the cotton-textile code resulted in a considerable increase in the number of workers employed and in an increase of more than 50 percent in the average hourly wage rates. It seems probable that total mill consumption in 1934 may be somewhat larger than in 1933 provided retail prices of cotton goods are not increased substantially over present levels.
