Why does the government of one small island developing state produce credible telecommunications reform policies while another cannot? While telecommunications reform (competition, privatization and establishment of an independent regulator) is found to enhance the sector's performance and eventual economic growth in developing countries, it is not clear why several small island developing state governments have hindered, amended or reversed pre-announced telecommunications reform policies. The credibility of telecommunications reform therefore demands an in-depth examination, in particular, to examine the impact of the multilateral trade agreement (World Trade Organization, WTO), bilateral investment treaties and independent regulators on the credibility of domestic telecommunications reform in small island developing states.

This book adopts an approach of ‘mixed-method research’ with an in-depth qualitative comparative case study analysis triangulated by a quantitative statistical analysis. In particular, the book attempts to capture Small Island Developing States control variables in its empirical analysis, often omitted from telecommunications empirical studies due to limited data. Based on the smallest and most isolated small island states in the World, the research’s comparative case study analysis was conducted in five Pacific Island States (Fiji, Papua New Guinea, Samoa, Tonga and Vanuatu). The book documents the early account of domestic telecommunications policies in Pacific Island case studies deemed useful for future research. In addition, the book proposes concrete policy insights to Small Island Developing State governments, telecommunications operators, academics and relevant international institutions. The book attempts to link three different strands of academic literatures – namely ‘islandness’, ‘telecommunications policy reform’ and ‘international trade agreements (WTO)’ – through analyzing the political economy of telecommunications reform in an island economy context and the role of the fixed-rules of the World Trade Organization on the credibility of telecommunications reform.

In the first years of the 21st century, economic liberalisation began to transform telecommunications services throughout the Pacific Islands. Government regulators, corporate executives and everyday consumers hopefully imagined that opening mobile phone markets to competition would result in greater access, lower costs and accelerated development. Uneven Connections examines the ways in which liberalisation took hold in Papua New Guinea (PNG) when a unit of the Caribbean-based mobile network operator Digicel Group Ltd. seized the opportunity to compete with the state-sponsored incumbent. The book highlights how mobile phones entered the lives of urban and rural Papua New Guineans after Digicel’s arrival in 2007. In so doing, it describes a moral economy in which companies, consumers and state agents continually negotiate who owes what to whom. In what ways have these various actors invented and negotiated new forms of both freedom and constraint? Uneven Connections advances understanding of how a so-called digital revolution in PNG unfolded, resulting in outcomes that often confounded the expectations of policy makers and ordinary citizens alike. It assesses the extent to which some of the promises of this revolution have been redeemed and identifies the challenges faced by companies, consumers and state agents in establishing and experiencing novel forms of uneven connectivity. One major issue is the definition of small states. As this volume demonstrates, generally speaking, population is used to measure country size in the literature. However, it clearly emerges that there is no real consensus as to the population cut-off point that distinguishes small states from large ones. The 2012 UNEP Foresight Process on Emerging Global Environmental Issues primarily identified emerging environmental issues and possible solutions on a global scale and perspective. In 2013, UNEP carried out a similar exercise to identify priority emerging environmental issues that are of concern to the Small Island Developing States (SIDS). The social and economic emerging issues were also identified using the same set of criteria. At the core of the process was a SIDS Foresight Panel consisting of 11 SIDS experts (for the UNEP Panel) and 12 experts (for the UN DESA Panel) from the three SIDS regions, representing the global SIDS community and a wide range of disciplines. The process was designed to open the discussion on emerging environmental issues to a broad range of views both from the Foresight Panel and a wider community of relevant experts from across the globe. Through the Foresight Process, separate lists of 20 environmental and 15 socioeconomic emerging issues were identified and discussed in this report.
