This collection explores how technologies become forms of power, how people embed their authority in technological systems, and how the machines and the knowledge that make up technical systems strengthen or reshape social, political, and cultural power. The authors suggest ways in which a more nuanced investigation of technology's complex history can enrich our understanding of the changing meanings of modernity. The lives of people with disabilities are complex and various, and there are many situations where technology – particularly assistive technology – already makes a real difference. It is clear that smart phone and tablet computer based solutions continue to enhance the independence of many users, but it is also important that more traditional assistive technologies and services are not forgotten or neglected. Militaries with state-of-the-art information technology sometimes bog down in confusing conflicts. To understand why, it is important to understand the micro-foundations of military power in the information age, and this is exactly what Jon R. Lindsay's Information Technology and Military Power gives us. As Lindsay shows, digital systems now mediate almost every effort to gather, store, display, analyze, and communicate information in military organizations. He highlights how personnel now struggle with their own information systems as much as with the enemy. The book first compares different available storage options and then introduces the power-to-gas concept in a comprehensive overview of the technology. There is a dark side to human nature that is nurtured by the control of power. In an earlier book, The Powerholders, I I described several psychological principles that appear to govern the behavior of people who control and use social power. In particular, I examined how the successful use of power transformed, for the worse, the values and behavior of the influencing agent. My interest in the relation between technology and power grew out of reading David Howarth's Tahiti: A Paradise Lost,2 a description of the almost causal ways in which Western technology was used by early explorers and traders to obliterate the Tahitian civilization. In reflecting on what happened in Tahiti, what struck me was the similarity in the behavior of these explorers and traders to the behavior of the husbands, wives, and businessmen, in positions of power, that I wrote about in my earlier book. Technology and Power is concerned with the issue of how the added power provided by technology changes the behavior of people who control it. I describe these changes among managers at work, psychologists, physicians, and colonists. What unifies these disparate areas is the implacable logic of power. The seeming ease with which power promotes the derogation of those controlled by power provides, I believe, a needed perspective for viewing the many social problems generated by technology.

McNeill explores a whole millennium of human upheaval and traces the path by which we have arrived at the frightening dilemmas that now confront us. McNeill moves with equal mastery from the crossbow—banned by the Church in 1139 as too lethal for Christians to use against one another—to the nuclear missile, from the sociological consequences of drill in the seventeenth century to the emergence of the military-industrial complex in the twentieth.
