The United States military space program began at the end of World War II when a few people realized that space flight was now achievable and could be employed to military advantage. Science and technology in the form of advanced radar, jet propulsion, ballistic rockets such as the V-2, and nuclear energy had dramatically altered the nature of war. Army Air Forces Commanding General Henry H. "Hap" Arnold wrote in November 1945 that a space ship "is all but practicable today" and could be built "within the foreseeable future." The following month the Air Force Scientific Advisory Group concluded that long-range rockets were technically feasible and that satellites were a "definite possibility." The U.S. Navy also expressed interest in space flight. In November 1945 the Navy Bureau of Aeronautics produced a satellite report, and, on March 7, 1946 proposed an interservice space program. The idea was presented to the joint Army-Navy Aeronautical Board on April 9. Major General Curtis E. LeMay, the Director of Research and Development for the Army Air Forces, however, viewed space operations as an exclusive Air Force domain, and he ordered an independent study.

U.S. Air Force (USAF) planners have envisioned that uninhabited air vehicles (UAVs), working in concert with inhabited vehicles, will become an integral part of the future force structure. Current plans are based on the premise that UAVs have the potential to augment, or even replace, inhabited aircraft in a variety of missions. However, UAV technologies must be better understood before they will be accepted as an alternative to inhabited aircraft on the battlefield. The U.S. Air Force Office of Scientific Research (AFOSR) requested that the National Research Council, through the National Materials Advisory Board and the Aeronautics and Space Engineering Board, identify long-term research opportunities for supporting the development of technologies for UAVs. The objectives of the study were to identify technological developments that would improve the performance and reliability of a generation-after-nexta UAVs at lower cost and to recommend areas of fundamental research in materials, structures, and aeronautical technologies. The study focused on innovations in technology that would a leapfroga current technology development and would be ready for scaling-up in the post-2010 time frame (i.e., ready for use on aircraft by 2025)."

In this paper, we will examine a configuration for a reusable military launch vehicle (RMLS) concept. This configuration allows for the vehicle to land in an inverted attitude. Such inverted landing improves the turnaround time of the vehicle by reducing the maintenance requirements of the vehicle's thermal protection system. An analysis is performed to examine the impacts by the configuration on stability, control, and footprint for an RMLS configuration.
