Book Description
The Asian Development Bank (ADB) prepared the Public–Private Partnership Operational Plan 2012–2020 to provide a consistent, analytical, and operational framework for scaling up public–private partnerships (PPPs) in support of Strategy 2020. ADB's PPP operations will be based on four pillars: (i) advocacy and capacity development, (ii) enabling environment, (iii) project development, and (iv) project financing. This study aims to (i) update the 1998–2008 PPP database for program/project, and technical assistance approvals with PPP content for 2009–2010; and (ii) classify ADB assistance for PPPs from 1998 to 2010 based on the four pillars of the plan.

Book Description
The Philippines has led many of its East Asian neighbors in creating a policy environment that is conducive to private sector participation in infrastructure. Together with a strong commitment to generating results, this policy environment produced an impressive record of private sector transactions in a relatively short period of time. However, some problems remain. This report, prepared at the request of the Philippine Government, describes and assesses the current status and performance of key infrastructure sectors and the policy, regulatory, and institutional environment for involving the private sector in those sectors. Its purpose is to assist policymakers in framing future reform and development strategies for infrastructure and to assist potential private sector investors in assessing investment opportunities.

Book Description
Despite the increasing occurrence of policies aimed at mobilising the financial and human resources of the private sector, most urban local governments responsible for urban basic services in the South do not have the capacity to initiate and sustain partnerships. Nor do they understand how they can create partnerships that target the poor. This sourcebook provides practical information and guidance to do so. With extensive illustrative material from Africa, Asia and Latin America, it sets out a strategic framework for building municipal capacity to create pro-poor partnerships. It focuses on implementation rather than policy. It locates private sector participation within the broader urban governance and poverty reduction agenda. And it is above all concerned to supply information on the issues and processes involved in making the public?private partnership (PPP) approach appropriate for service delivery in developing countries. The second in a series of capacity-building sourcebooks, it will be invaluable for those concerned with the capacity of local levels of government: policy-makers, municipal authorities, development agencies and practitioners, and all those involved in urban governance and poverty reduction.

Book Description
Agricultural production needs to grow by 60 percent between 2005 and 2050 to feed the world’s growing population, which is expected to reach 9.3 billion by 2050. 6 billion out of 9.3 will live in urban areas, roughly meaning some part of 3 billion rural habitants (who are farmers) will feed 9.3 billion people, with limited land and water and against challenges of changing climate. Every year, USD 83 billion (in 2009 USD) should be invested in the developing world to double their agricultural production. UNDP, considering the demand from regional governments and international community, initiated a project for a tripartite regional consortium in Afghanistan, Kyrgyzstan and Tajikistan in agro-food industry. The first phase is concluded in October 2015 when the Memorandum of Understanding establishing the Afghanistan, Kyrgyzstan and Tajikistan (AKT) Agro-food Industry Consortium signed by the governments; and the AKT Agro-food Industry Consortium launched at Dushanbe in October 2015. As part of the Feasibility & Build Up Phase, a comprehensive feasibility study started immediately after the launch. This analytical and diagnostic work provides the most detailed assessment of agro-food value chains in in Afghanistan, Kyrgyzstan and Tajikistan to date, and identifies a set of concrete investment areas at the micro, meso and macro levels.

Book Description
Although the importance of infrastructure sectors in achieving economic growth and poverty reduction is well established, raising debt and equity capital for infrastructure development and service provision has been a challenge for developing countries. Risk mitigation instruments facilitate the mobilization of commercial debt and equity capital by transferring risks that private financiers would not be willing to take to third-party official and private institutions that are capable of taking such risks. There has been increasing interest and discussion on risk mitigation instruments in the context of infrastructure financing among developing country governments, multi- and bilateral donors, and the private sector. However, due to the complex and diverse nature of risk mitigation instruments, what they can and cannot offer and how they can best be utilized for infrastructure financing are not well understood. This book summarizes existing risk mitigation instruments - primarily focusing on those offered by multilateral and bilateral official agencies - and presents recent trends and developments that make these guarantee and insurance products valuable in securing financing for infrastructure projects in developing countries. Topics covered include: Descriptions of different types of risk mitigation instruments characteristics of multilateral, bilateral, and private providers of risk mitigation instruments and compatability of instruments Recent developments and innovative applications of risk mitigation instruments through case transactions areas that pose challenges to the use of risk mitigation instruments as catalysts of infrastructure development.ucture projects and finance.
