Book Description
Strong system-wide support is increasingly being identified as laying an important role in policy efforts aimed at increasing student achievement (Hightower, Knapp, March, and McLaughlin: 2002). Yet current research often views district and other system-wide support as largely governance changes without substantive linkage to school improvement outcomes (Cuban and Usdan: 2003). In this volume we seek to deepen our understanding of the role of school districts and system-wide initiatives through a series of case studies that focus on how school districts and system-wide actors facilitate policy innovation and reform initiatives that are designed to improve student achievement. Through both quantitative and qualitative studies from diverse settings across the country, chapters in this volume examine the role of instructional technology, alternative accountability practices, management and partnership reforms, and school improvement efforts through new incentive and support practices. While challenges remain, these case studies demonstrate how districts support and facilitate school change aimed at improving student achievement.

Book Description
(Published in cooperation with The Center on Innovation & Improvement) As suggested by the title, the purpose of this Handbook on Restructuring and Substantial School Improvement is to provide principles for restructuring and substantially improving schools. Sponsored by the U.S. Department of Education, the Center on Innovation & Improvement (CII) engaged leading experts on restructuring and school improvement to prepare modules for this handbook to assist states, districts, and schools in establishing policies, procedures, and support to successfully restructure schools. The Handbook is organized into three sections. The topic of the Handbook’s modules – restructuring with a focus on the district as the impetus for dramatic improvement – is relatively new in the nation’s education history. For this reason, the module authors were selected because they are highly experienced experts in their fields and can be counted on to judiciously weigh the less than definitive evidence and to state useful guiding principles.

Book Description
This document records the written and oral testimony of witnesses at a hearing on the Goals 2000: Educate America Act. The act has three main components: (1) to provide grants to states and local schools for comprehensive educational reform; (2) to promote the establishment of voluntary national education standards to assist states and local schools in their reform efforts; and (3) to establish a national board bringing together business, labor, and education to promote the development of voluntary occupational skills standards. Witnesses included representatives of education associations, business associations, the Department of Labor, and the Department of Education. Witnesses generally favored the legislation, although they offered differing interpretations and differing scenarios for carrying out parts of the act. Some witnesses stressed the need to create training paths for noncollege-bound students, and others asked that it be determined exactly what students in other countries are learning that U.S. students are not in order to improve standards of education. Witnesses stressed the need to improve mathematics skills and computer skills for all graduates. They also asked the question, "Training for what?" in that job training must be predicated on learning what skills employers want and training students in such skills. (KC)

Book Description
Educational Change and the Political Process brings together key ideas on both the system of educational policy and the policy process in the United States. It provides students with a broad, methodical understanding of educational policy. No other textbook offers as comprehensive a view of the US educational policy procedure and political systems. Section I discusses the actors and systems that create and implement policy on both the federal and the local level; Section II walks students through the policy process from idea to implementation to evaluation; and Section III delves into three major forces driving the creation of educational policies in the current era—accountability, equity, and market-driven reforms. Each chapter provides case studies, discussion questions, and classroom activities to scaffold learning, as well as a bibliography for further reading to deepen exploration of these topics. This new edition will explore recent Trump-era and post-Trump era US politics and policy changes as well as the politics of race.

Book Description
Don McAdams, one of a small group of activists elected to the Houston Independent School District Board of Education in 1989, provides a fast moving first-person account of successful reform in the nation’s seventh largest school district. With tact and wisdom, the author shows that school reform is seldom about reading, writing, and arithmetic. Rather, it is mostly about power, status, and money. This is a great story filled with conflict and surprising turns of fate. No one interested in politics, governance, and management of urban school districts can afford to miss Fighting to Save Our Urban Schools . . . and Winning!
