The protective characteristics of equipment must be matched to the characteristics of CBR to ensure adequate protection. Guidelines for analyzing risk based on geographic location and international visibility, and for assessing vulnerabilities based on site characteristics and business profiles are presented. Protection of water supplies from CBR attack is addressed.
