The Supported Employment Initiative, delivered in Newfoundland & Labrador by employment corporations funded by a labour market development agreement (LMDA), assisted clients with disabilities to obtain & maintain employment by providing a variety of initial & ongoing supports such as training, supervision, & transportation. Most of the clients had a developmental disability as the primary disability. This report presents results of a summative evaluation of the Initiative, based on administrative & file reviews, a document & literature review, key informant interviews, focus groups, and financial analysis of costs & benefits. Introductory sections include information on the evaluation methods used, a brief historical overview of the supported employment concept, and a description of the original & current objectives of the province's supported employment model. Chapter 4 details the roles, responsibilities, & relationships of the three primary partners in the Initiative and the compatibility of objectives with the partner's mandates. Chapter 5 reviews program implementation & delivery, including the client group served, the client intervention process, tracking of outcomes, monitoring of funding provided to the employment corporations, and the corporations' staff structure. Chapter 6 describes client characteristics & outcomes of the Initiative in terms of employment patterns, support provided, and job satisfaction. Chapter 7 analyzes the direct & indirect benefits of the Initiative and presents findings of the financial analysis. Finally, key findings are set out along with discussion & recommendations arising from the major findings.
