Japan and the European Union are two «civilian powers» that have dramatically extended and diversified their role on the world stage and that have launched together an Action Plan dealing with peace and stability, economic, environmental, commercial and financial governance, and cultural exchanges and cooperation. This book outlines the foreign and security policy of the European Union as envisaged under the Common Foreign and Security Policy (CFSP). Since establishing the CFSP in the 1990s, the European Union (EU) has showed its enthusiasm for global leadership, empowering European citizenship, and developing its international standing as an economic and political supranational organization. In particular, the book examines the EU’s peacekeeping and conflict resolution dynamics in order to analyze the political and security dimensions of the EU. It argues that, due to the loose collective foreign policy and inter-bloc dilemmas, the EU has failed to perform as an actor of substance in international politics. However, at the regional level, the EU’s peacekeeping efforts have enjoyed considerable success. The book further explains the dynamics of successful (regional) and unsuccessful (extra-regional) peacekeeping and conflict resolution efforts on the part of the EU with the help of a case study. The case study assesses two key hypotheses: that the stronger an EU member state’s collective Europeanization approach is, the higher the success of the EU is in inter-bloc disputes; and that the weaker an EU member state’s execution of the CFSP on international disputes is, the less successful the EU is in the context of international peacekeeping.

This edited book analyzes Kosovo’s foreign policy and bilateral relations with the United States and several European countries. After the 1999 liberation from Serbia, Kosovo built close relations with various countries that supported it in the process of reconstruction, economic stabilization, institution-building, and state-building. From 1999 to 2008, many of these states were politically and operationally engaged in Kosovo under the leadership of the North Atlantic Treaty Organization (NATO) and of the United Nations Interim Administration Mission in Kosovo (UNMIK). Since its independence in 2008, the Republic of Kosovo has adopted a foreign policy in accordance with its values and strategic interests, a foreign policy that aims to strengthen Kosovo’s security and foster its socio-economic prosperity in collaboration with primarily Western countries. In this volume, each chapter is dedicated to Kosovo’s bilateral relations with a selected state with which it has established diplomatic relations. The book shows that Kosovo has been able to develop and achieve strong bilateral relations with major allies and partners. It argues that Kosovo’s foreign policy aims to develop, maintain, and enhance the position of the young state on the international stage. This book offers the first systematic, comparative analysis of military education and training in Europe within the context of the post-Cold War security environment. Based on an analysis of military education institutions in the UK, Germany, Finland, Romania and the Baltic States, this book demonstrates that the convergence of European military cultures since the end of the Cold War is linked to changes in military education. The process of convergence originates, at least in part, from the full or partial adoption of a new concept by post-commissioning professional military education institutions: the National Defence University. Officers are now educated alongside civilians and public servants, wherein they enjoy a socialization experience that is markedly different from that of previous generations of European officers, and is increasingly similar across national borders. In addition, this book argues that with the control over the curricula and graduation criteria increasingly set by civilian higher education authorities, the European armed forces, while continuing to exist, and hold significant (although declining) capabilities, stand to lose their status as a profession in the traditional sense. This book will be of much interest to students of military, European security policy, European politics, and IR in general.
