My interest in the history of the Struve family is long-standing but lay dormant until 1972, when I found myself organizing a symposium of the International Astronomical Union in memory of the second Otto Struve. To satisfy my own curiosity, I investigated the precise relationships of the famous astronomers in the family and published an account of them, based mainly on secondary sources. The exercise made me a ware that there was no biography in English of the first and probably still the greatest astronomer in the clan - Friedrich Georg Wilhelm Struve. Wilhelm's son, the first Otto, wrote an account (in German) of his father's life, intended primarily for family and close friends and --though printed-- not generally available. Through the kindness of a family member I have a copy from which I have been able to work. The Soviet historian of science, Z. K. Sokolovskaya, wrote a biography in Russian, in 1964, to mark the centenary of Wilhelm's death. This had a limited edition, and my efforts to obtain a copy failed. Neither work has, in its entirety, been translated into English, although Michael Meo of Oakland, California, and Kevin Krisciunas of Hilo, Hawaii, have kindly made available to me their unpublished translations of some sections of the latter. In the of a complete copy, however, when I decided to attempt an English absence language biography, I thought it best to do so independently of Sokolovskaya's.

The Heavens on Earth explores the place of the observatory in nineteenth-century science and culture. Astronomy was a core pursuit for observatories, but usually not the only one. It belonged to a larger group of “observatory sciences” that also included geodesy, meteorology, geomagnetism, and even parts of physics and statistics. These pursuits coexisted in the nineteenth-century observatory; this collection surveys them as a coherent whole. Broadening the focus beyond the solitary astronomer at his telescope, it illuminates the observatory’s importance to technological, military, political, and colonial undertakings, as well as in advancing and popularizing the mathematical, physical, and cosmological sciences. The contributors examine “observatory techniques” developed and used not only in connection with observatories but also by instrument makers in their workshops, navy officers on ships, civil engineers in the field, and many others. These techniques included the calibration and coordination of precision instruments for making observations and taking measurements; methods of data acquisition and tabulation; and the production of maps, drawings, and photographs, as well as numerical, textual, and visual representations of the heavens and the earth. They also encompassed the social management of personnel within observatories, the coordination of international scientific collaborations, and interactions with dignitaries and the public. The state observatory occupied a particularly privileged place in the life of the city. With their imposing architecture and ancient traditions, state observatories served representative purposes for their patrons, whether as symbols of a monarch’s enlightened power, a nation’s industrial and scientific excellence, or republican progressive values. Focusing on observatory techniques in settings from Berlin, London, Paris, and Rome to Australia, Russia, Thailand, and the United States, The Heavens on Earth is a major contribution to the history of science. This volume completes the biography of Peter Struve (1870-1944), one of the most remarkable and influential Russian intellectuals of this century. More than anyone else in his time, Struve was the master of history, journalism, economics, international relations, and practical politics. A scholar and activist, he helped found the Marxist movement in Russia, initiated Marxist Revisionism there, and launched Lenin's career, and he was the theoretician and a cofounder of the Constitutional Democratic Party. After 1905--the years covered in this self-contained volume--Struve became the principal critic of the Russian intelligentsia and the main political ideologist of the anti-Bolshevik opposition during the Civil War and in emigration.
