Excerpt from Street Improvement Acts of California (Including Amendments of 1919) Many instances have come to our attention in which changes of grade on streets have been necessary before paving of a permanent character could be undertaken. In some cases attempts have been made to change these grades without following the course Of procedure set forth in the Statutes, with the result that Contractors have refused to enter con tracts for street work, on the advice of their attorneys, on the sole ground that the grades of the streets proposed to be im proved had not been legally established. This has necessitated the abandonment of the street proceedings and the institution of proper establishment of grades, with a resultant delay of many months in the performance of the work. For this reasonwe have included the Change of Grade Act of 1909, which has proven most satisfactory for this purpose.
