India has abundant water resources including rivers, canals, ponds, lakes, reservoirs, upland lakes, and floodplain wetlands covering over 5. [Author]8 percent of the country. [Author] These environments harbour a rich fish fauna of 1 035 species that constitutes the basis for the inland fisheries sector, which annually produces 2 144 452 tonnes of fish – if enhanced and culture-based fisheries are included – corresponding to 21 percent of total fish production. [Author] Rivers like the Ganga, Brahmaputra, and Barak, alongside floodplain wetlands, play crucial roles, especially in the east and northeast. [Author] Lakes are abundant in upland areas. [Author] Reservoirs cover over 1 percent of India's land and hold untapped potential for fisheries development. [Author] Traditionally, fishing in inland water bodies has been a small-scale or subsistence activity. [Author] Fishing practices, crafts and gear used in inland fisheries are still traditional. [Author] Cooperative societies are present in reservoirs and wetlands giving fishers better bargaining power with traders and better prices for the fish. [Author] Inland fisheries are imperative for poverty alleviation, food security, gender empowerment, cultural services, ecosystem function, and biodiversity, and are important for achieving the Sustainable Development Goals. [Author] Important threats to inland fisheries include water scarcity, habitat loss, pollution, climate change and invasive species. [Author] However, several major river conservation programmes have been initiated. [Author] The collection of inland fishery catch statistics remains weak and production appears to be significantly under-reported in many states. [Author] A simplified method for defining water bodies and estimating catch is proposed and all States have been advised to follow the same definition for water bodies. [Author]

This paper proposes a strategy for fisheries development, aimed primarily at the World Bank Group but it is also believed to have relevance to all development institutions concerned with fisheries development. The paper was developed from an extensive review and analysis of the current trends and worldwide status of the fishery sector and its relationship with other economic and social sectors, giving ample consideration to the lessons learned from past experience. The authors propose a development strategy built on four institutional elements and a number of avenues in which sectoral prospects may be influenced in positive directions to further development. The institutional elements are : interagency coordination, sector studies, fisheries research, and private sector development. The sectoral aspects are : improving resource management, managing the environment, developing human resources, particularly recognizing the role of women in development, developing aquaculture, developing artisanal and inland water fisheries, and developing and restructuring semi-industrial and industrial fisheries primarily through the private sector.

Aquaculture and fisheries continues to be a sector that has not received adequate attention for its contribution to food security goals across the globe. This sector is predicted to grow at a fast rate in the next 40 years. In the Indian context, the government has prioritized the aquaculture and fisheries sector by establishing an independent federal ministry. However, the public extension system in India still lacks resources and strategies to address the needs of fish farmers and fishers. This has created a space for the private extension system to play a pivotal role in providing appropriate skills and training to farmers and fishers. Considering the present challenges in the aquaculture and fisheries sector, this paper proposes the creation of an Aqua-Chamber of Commerce (ACC) as a viable bottom-up approach to improve the performance of the sector by providing adequate support to private extension system. Additionaly, the ACC will also help in improving the public extension system, facilitating the business ecosystem and strategies, and advocating for major policy reforms in the sector.
