Forest ecosystem carbon yield tables, representing stand-level merchantable volume and carbon pools as a function of stand age, were developed for 51 forest types within 10 regions of the United States. Separate tables were developed for afforestation and reforestation. Because carbon continues to be sequestered in harvested wood, approaches to calculate carbon sequestered in harvested forest products are included. Although these calculations are simple and inexpensive to use, the uncertainty of results obtained by using representative average values may be high relative to other techniques that use site- or project-specific data. The estimates and methods in this report are consistent with guidelines being updated for the U.S. Voluntary Reporting of Greenhouse Gases Program and with guidelines developed by the Intergovernmental Panel on Climate Change. The CD-ROM included with this publication contains a complete set of tables in spreadsheet format.

The Forest Inventory and Analysis program (FIA) is the key USDA Forest Service (USFS) program that provides the information needed to assess the status and trends in the environmental quality of the Nation's forests. The goal of the FIA Quality Assurance (QA) program is to provide a framework to assure the production of complete, accurate and unbiased forest information of known quality. Specific Measurement Quality Objectives (MQO) for precision are designed to provide a window of performance that we are striving to achieve for every field measurement. These data quality goals were developed from knowledge of measurement processes in forestry and forest ecology, as well as the program needs of FIA. This report is a national summary and compilation of MQO analyses by regional personnel and the National QA Advisor. The efficacy of the MQO, as well as the measurement uncertainty associated with a given field measurement, can be tested by comparing data from blind check plots where, in addition to the field measurements of the standard FIA crew, a second QA measurement of the plot was taken by a crew without knowledge of the first crew's results. These QA data were collected between 2000 and 2003 and analyzed for measurement precision between FIA crews. The charge of this task team was to use the blind-check data to assess the FIA program's ability to meet data quality goals as stated by the MQO. The results presented indicate that the repeatability was within project goals for a wide range of measurements across a variety of forest and nonforest environments. However, there were some variables that displayed noncompliance with MQO goals. In general, there were two types of noncompliance: the first is where all the regions were below the MQO standard, and the second is where a subset of the regions was below the MQO standards or was substantially different from the other remaining regions. Results for each regional analysis are presented in appendix tables. In the course of the study, the task team discovered that there were difficulties in analyzing seedling species and seedling count variables for MQO compliance, and recommends further study of the issue. Also the task team addresses the issue of trees missed or added and recommends additional study of this issue. Lastly, the team points out that traditional MQO analysis of the disturbance and treatment variables may not be adequate. Some attributes where regional compliance rates are dissimilar suggest that regional characteristics (environmental variables such as forest type, physiographic class, and forest fragmentation) may have an impact on the ability to obtain consistent measurements. Additionally, differences in data collection protocols may cause differences in compliance rates. For example, a particular variable may be measured with a calibrated instrument in one region, while ocularly estimated in another region.

The report goes on to consider 18 key issues in the forest sector, including: climate change, forest landscape restoration, forest tenure, invasive species, wildlife management and wood energy. The overall conclusion is that whilst progress is being made, it is very uneven with those regions with developing economies and tropical ecosystems continuing to lose forest area whilst lacking adequate institutions to reverse this trend. The biggest limitation for evaluating progress is weak data, with many countries lacking the financial resources to undertake national forest assessments.

The Vietnam Forestry Development Strategy (VFDS) is one of the country’s most important plans for the forestry sector. The strategic directions, objectives and solutions within it differ from time to time, depending on the political goals and perspectives of the moment, as well as the role that the forestry sector plays in Vietnam’s overall socio-economic development. Regardless of such changes, inheriting lessons learned, developing the next strategy off the back of the experience gained from solving previous challenges, and taking advantage of opportunities, are always the top priorities of the Government of Vietnam. This report is the result of a collaboration between the Center for International Forestry Research (CIFOR) and the Vietnam Administration of Forestry (VNFOREST); it is intended to provide VNFOREST with input as they develop the new strategy. Based on secondary document research and stakeholder interviews, the report reviews achievements and challenges in the implementation of VFDS 2006–2020, as well as provides recommendations for policy makers to consider in the process of developing the new strategy. Research results show that, by 2020, Vietnam had exceeded a number of the goals set out in VFDS 2006–2020, including: (i) accelerating the growth of production value in the sector; (ii) increasing the export value of wood and forest products; (iii) increasing domestic wood production; and (iv) planting protection forest (PTF) and special-use forests (SUF). However, the forestry sector still faces many challenges when it comes to other key performance indicators, such as: (i) increasing the area of production forests (PDF) with certification of sustainable forest management (SFM); (ii) increasing large-diameter timber production; (iii) increasing revenue for forest environmental services (FES); (iv) securing forest and forest land for the purposes of allocation and leases; (v) reducing the number of poor households in forestry areas; and (vi) increasing the rate at which forestry workers are trained. Although some anticipated targets were not achieved, others were exceeded, for example: forest cover; reforestation after logging; reduction of forest protection violations; and scattered tree planting. That these goals were achieved or exceeded is the result of strong political commitment, policies trend-matching the market, improvements in central and local management capacity, the active support of international donors, and the involvement of civil society and the private sector. That some targets were not achieved is due to the challenges of implementing policy effectively, efficiently and equitably at grassroots level, lack of resources and funding, and some ambitious goals and targets not being realistic in the current economic, political and market contexts. Addressing these challenges requires a new approach and more effective economic, social and technical solutions. Development of VFDS 2021–2030 and the 2050 vision needs to consider the implementation achievements and challenges of the previous policy, as well as how to align with global trends, and balance these with the current political, economic and social development context in Vietnam. The direction of the new strategy must also be considered in the context of international requirements, to facilitate the mobilization of domestic and foreign financial resources to help modernize the industry, as well as enhance the forestry sector’s role and value in terms of poverty reduction, sustainable economic development and ensuring sustainable forest ecosystems.
