This book analyzes the factors that shape business activity in Republican Turkey and examines the presence of some of these factors in other societies with highly different cultures and histories. Bug?ras premise is that neither the institutional framework nor the behavioral regularities of a market economy emerge spontaneously following principles of a universally rational behavior. Rather, these reflect societal characteristics to be shaped by policy measures that ensure the smooth functioning of the market mechanism. The author investigates the sociopolitical context of Turkish entrepreneurship by looking at the development of the private sector in the Republican period; policy process under successive Republican governments; socially defined features of the holding company, the typical big-business unit; and the nature of business associations in Turkey. Her analysis is relevant both to the study of business organization and to the study of structural change in late-industrializing countries and former socialist societies where the shortcomings of standard economic approaches are clear.

The eastern provinces of the Ottoman Empire used to be a multi-ethnic region where Armenians, Kurds, Syriacs, Turks, and Arabs lived together in the same villages and cities. The disintegration of the Ottoman Empire and rise of the nation state violently altered this situation. Nationalist elites intervened in heterogeneous populations they identified as objects of knowledge, management, and change. These often violent processes of state formation destroyed historical regions and emptied multicultural cities, clearing the way for modern nation states. The Making of Modern Turkey highlights how the Young Turk regime, from 1913 to 1950, subjected Eastern Turkey to various forms of nationalist population policies aimed at ethnically homogenizing the region and incorporating it in the Turkish nation state. It examines how the regime utilized technologies of social engineering, such as physical destruction, deportation, spatial planning, forced assimilation, and memory politics, to increase ethnic and cultural homogeneity within the nation state. Drawing on secret files and unexamined records, Ugur Ümit Üngör demonstrates that concerns of state security, ethnocultural identity, and national purity were behind these policies. The eastern provinces, the heartland of Armenian and Kurdish life, became an epicenter of Young Turk population policies and the theatre of unprecedented levels of mass violence.

This book argues that a key dynamic behind economic development in the emerging markets is the coordination between the state and businesses. Exploring the links between institutions, state--business alliances and economic development in the context of tumultuous market transitions since the 1980s, the book tackles the formation and sustainability of coordination-inducing institutions besides their mere existence, and points out the new modalities of coordination in the age of new developmentalism. Based on extensive original research in Turkey and Mexico embedded in a comparative historical analysis, the book shows how state--business alliances have been formed, collapsed and re-formed between the respective states and shifting business actors since the launching of market transitions. It demonstrates how both the state and business actors, and their cohesiveness vs. fragmentation, play crucial roles in the making and sustainability of the institutions, which are central to state--business alliances. It explores the emergence of new actors, the diversification of the organizational landscape, and the evolution of the ways in which the states interact with businesses throughout major economic and political transformations that helped transform the respective states and their interactions with the non-state actors. Keyder describes how, with the dissolution of the Ottoman Empire, the traditional Muslim bureaucratic class of the old regime attempted to create a new nation state and effect its transition to modernity. Yet by expelling the Christian bourgeoisie between 1914 and 1924 the bureaucracy initially controlled Turkey's integration into the world capitalist system. Within the framework of the literature of peripheral development, Keyder argues that, in contrast to the Latin American experience, the lack of a dominant landlord class and the continued existence of an independent peasantry had a formative influence on Turkey's political and economic development. Keyder explains how the simmering conflict between the bureaucracy and the bourgeoisie was suppressed during the successful period of import-substituting industrialization in the 1960s and 1970s, to erupt again, soon after the world economic crisis of 1973. He recounts the way in which the rapid industrialization and urbanization transformed Turkey's social structure and shows how the severe economic difficulties of the late 1970s sparked off latent conflicts and led to the spread of fascist violence, culminating in the military coup of 1980.
