This report focuses on two major subject areas. The first of these includes the analysis and interpretation of spectral earthlimb emission data obtained in the DNA sponsored SPIRE experiment, and the implications of this analysis for application to cases of interest to the AFGL/DNA community. These would include quantitative specification of ambient non-LTE mechanisms for high altitude infrared radiance, which would also become important infrared background effects in the nuclear case, as well as quantitative i dentification of deficiencies in the current AFGL High Altitude Infrared Radiance Model. The second subject area involves a supporting laboratory experiment to obtain data pertinent to understanding the nuclear effects of fluorescence of fireball light. The laboratory experiment also directly supports the analysis and interpretation of the SPIRE data and the interpretation and analysis of high resolution spectral earthlimb emission data that are expected to be obtained in forthcoming DNA sponsored high resolution spectral earthlimb emission experiments. Analysis and interpretation of spectral earthlimb emission data obtained in the SPIRE experiment was aimed at quantifying the role of CO 2 in the formation of the non-LTE earthlimb at wavelengths 15, 4.3 and 2.7 microns. Non-LTE mechanisms for CO 2 emission in these wavelength regions were verified and in some cases upgraded by comparison between predictions and the SPIRE data.

This book contains some of the papers presented at the 15th Annual Meeting on Atmospheric Studies by Optical Methods which was held in Granada, Spain, from Septe~ber 6 through September 11, 1987 and hosted by the Instituto de Astrofisica de Andaluda of the Consejo Superior de Investigaciones Cientfficas (Spanish Higher Res~arch Council). Fifty scientists from 14 different countries attended the Meeting. A number of review papers were invited but the participants were also allowed to submit the papers of their own choice. The final program was organized in 7 sessions devoted to different scientific subjects of Atmospheric Research. Many thanks are due to Drs. D.J. Baker, D.R. Bates, R.G.H. Greer, E.J. Llewellyn, T.G. Slanger, F.W. Taylor and G. Witt who served as chairmen of the sessions during the Meeting and contributed greatly to its success by carefully directing the discussion period in a stimulating manner after each lecture. We wish to thank the referees who have been so helpful with careful and fruitful comments to improve the quality of the papers published in this book. The scientific program was divided into three parts: Aeronomy, Atmospheric Emissions, and Aurora and Instrumentation. Detailed programs for these sections, and their subsequent editing, were the responsability of the undersigned. Some of the authors presenting papers at the Meeting declined the invitation to publish their manuscripts in the present book for different reasons. The report documents coordinated laboratory and data evaluation research efforts which are relevant to the DNA program for developing capability to predict nuclear enhanced atmospheric infrared background radiance. The laboratory effort involves the use of a dye laser pumped LiNb03 optical parametric oscillator in order to produce a tunable source of intense 2.7 micron light for the purpose of laboratory simulation of the infrared effects of solar or nuclear illumination of the atmosphere. The source is used to excite the specie CO2(101) which can re-radiate at 2.7 micron via 101 yields 000 or at 4.3 micron via 101 yields 100, the latter process is predicted to be a major nuclear effect at 4.3 micron under certain conditions since theoretically it is predicted to occur more often than the former by ratio 20;1. A primary purpose of our laboratory effort was to confirm this prediction, our initial results place a lower limit of 10:1 on the branching ratio. This low precision result can be enhanced by utilizing simple techniques that were not within the scope of the initial effort, namely by the use of (1) well documented techniques for improving laser frequency stability, (2) a cooled 2.7 micron filter mounted in the detector dewar, (3) a multiple pass fluorescence cell, and (4) faster electronics for recording the 2.7 micron signal. Implementation of these techniques should improve the precision of the measurement by more than 2 orders of magnitude. Additionally, the initial effort has demonstrated the applicability of the laser source and peripheral vacuum and electronic equipment for the high precision measurements of quenching and vibration transfer rate coefficients.
