That country is equally free to all the peo le of the United States. The government can sel the lands not alread covered by valid titles; and any citizen who wil compl with its terms can buy them. The people of each of the United States can go there and establish their domicil. The laws of Congress make no dis crimination between them. The Constitution makes no such discrimination. The law of nature and of nations makes none. The North has no privilege over the South, and the South has none over the North. If the North has any greater right there than the South, the equality is destroyed. If the South has any greater right there than the North, the equality is equally destroyed.
