This report presents a redeployment plan for these bands that is intended to facilitate introduction of more spectrum-efficient equipment and systems, leading to increased overall traffic capacity of the bands. The provisions of the plan will be applicable within areas of intensive mobile use where applicants are denied access to spectrum. The Communications/Navigation Spectrum Planning subprogram includes projects for navigation, CAS, communications, MLS, and satellites. The Spectrum Applications Engineering subprogram includes projects for RF propagation, spectrum surveillance, spectrum coordination, electromagnetic radiation measurements, and the exercising of specialized models and computer programs developed as functional tools of spectrum management.
