Excerpt from Special Report on Prisons and Prison Discipline: Made Under Authority of the Board of State Charities To the Honorable the Senate: I transmit herewith, for the information of the general court, a Report to this department, from the Board of State Charities, prepared by the Secretary of the Board, on the subject of Prisons and Prison Discipline. The subject to which it relates, and the precise topics it discusses, are alike interesting and important. The Report is made in conformity with the 4th section of the 240th chapter of the Acts of 1868, which provides that the Board "shall investigate and supervise the whole system of the public charitable and correctional institutions of the Commonwealth, and shall recommend such changes and additional provisions as they may deem necessary for their economical and efficient administration." On perceiving that it contains suggestions which would require legislative consideration in order to render them effectual, and that it contains facts, arguments, and statistics which it is desirable should be with the reach of the general court, and in a convenient form for perusal, I have decided to lay it before your honorable body without the delay which would be incident to a previous complete examination on my own part.
