Over the last decade the "transition paradigm", which is based on the conviction that authoritarian political systems would over time necessarily develop into democracies, has been subjected to serious criticism. The complex political and societal developments in the post-Soviet region in particular have exposed flaws in the claim that a shift from authoritarianism to democracy is inevitable. Using case studies from the post-Soviet region, a broad range of international contributors present an original and innovative contribution to the debate. They explore the character of post-Soviet regimes and review the political transformations they have experienced since the end of the Cold War. This book reviews the interplay between domestic contexts and democracy promotion efforts in selected countries of the former Soviet Union and the Western Balkans. The idea behind the six case studies is twofold. In the three cases where ‘colour revolutions’ occurred (Serbia, Georgia, Ukraine), the authors explore the extent to which external democracy promoters adapted their strategies to respond to new domestic contexts. In the other three cases (Azerbaijan, Belarus, Russia) the authors investigate how the political leadership has reacted to ‘colour revolutions’ elsewhere and which consequences their reactions have had for democracy promotion. In all cases an assessment of democratization processes in the country is provided as a basis for drawing conclusions about the potential for domestic and foreign actors to promote democratic development. An introduction and conclusion embed the case studies in the existing literature on democracy promotion and generalize the findings across the countries studied. On the practical level, the volume offers suggestions for improving democracy promotion endeavours, proposing in particular a more balanced approach which goes beyond supporting specific individuals and organizations to include addressing the structural level. With the collapse of communism, post-communist societies scrambled to find meaning to their new independence. Central Asia was no exception. Events, relationships, gestures, spatial units and objects produced, conveyed and interpreted meaning. The new power container of the five independent states of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan would significantly influence this process of signification. Central Asia remains both stable and unpredictable after 20 years of its reemergence. The states here continue to undergo complex nation-building process, which is far from complete, but they firmly remain insulated by Russia and but more increasingly so by China. Only Kyrgyzstan has so far uniquely followed a liberal polity, but this young country had to cope with two revolutions before achieving a parliamentary democracy in 2010. How do specific secular and religious ideologies—such as nationalism, neoliberalism, atheism, Pentecostalism, Tablighi Islam, and shamanism—gain popularity and when do they lose traction? To answer these questions, Mathijs Pelkmans critically examines the trajectories of a range of ideologies as they move into the post-Soviet frontier in Central Asia. Ethnographically rooted in the everyday life of a former mining town in southern Kyrgyzstan, Fragile Conviction shows how residents have dealt with the existential and epistemic crises that arose after the collapse of the Soviet Empire. Residents became enchanted by the truths of Muslim and Christian missionaries, embraced the teachings of neoliberal and nationalist ideologues, and were riveted by the visions of shamanic healers. But no matter how much enthusiasm and hope these ideas first engendered, the commitment to any of them rarely lasted very long.Pelkmans finds that there is an inverse relationship between the tenacity and the effervescence of collective ideas, between their strength to persist and their ability to trigger committed action. Introducing the concept of pulsation, he argues in Fragile Conviction that ideational power must be understood in relation to three aspects: the voicing of the idea, its tension with everyday reality, and its reverberation within groups of listeners. The conclusion that the power of conviction is rooted in the instability of sociocultural contexts is a message that has relevance far beyond urban Central Asia.

Anti-corruption programmes, projects and campaigns have come to constitute an essential aspect of good governance promotion over the last two decades. The post-communist countries in Eastern Europe have presented one of the first key targets of transnational anti-corruption efforts, and indeed most of these countries have shown an impressive record of respective measures. Yet path-breaking institutional and policy developments have not set in before the mid-2000s both at the international level and in most Eastern European countries. Are these the beginnings of a mutually synergetic success story? In order to answer this question, we need to better understand the complex interplay between the international and domestic domains in this policy field and geographic region. This book provides in-depth and comparative insights about this interplay, with a particular focus on the involvement of domestic social movements, governmental political machines and international legal mechanisms. We find that, on all three levels of analysis, political and material interests of relevant actors are complemented and at times contradicted by normative claims. Moreover, at the interfaces of the three levels, coincidental and spontaneous developments have largely outweighed systematic implementation and coordination of appropriate anti-corruption strategies. This book is based on a special issue of Global Crime.
