How the “recycling” of the Ottoman Empire’s uses of genealogy and religion created new political orders in the Middle East In this groundbreaking book, Adam Mestyan argues that post-Ottoman Arab political orders were not, as many historians believe, products of European colonialism but of the process of “recycling empire.” Mestyan shows that in the post–World War I Middle East, Allied Powers officials and ex-Ottoman patricians collaborated to remake imperial institutions, recycling earlier Ottoman uses of genealogy and religion in the creation of new polities, with the exception of colonized Palestine. These polities, he contends, should be understood not in terms of colonies and nation-states but as subordinated sovereign local states—localized regimes of religious, ethnic, and dynastic sources of imperial authority. Meanwhile, governance without sovereignty became the new form of Western domination. Drawing on previously unused Ottoman, French, Syrian, and Saudi archival sources, Mestyan explores ideas and practices of creating composite polities in the interwar Middle East and, in doing so, sheds light on local agency in the making of the forgotten Kingdom of the Hijaz, Jordan, Egypt, Saudi Arabia, and Syria, the first Muslim republic. Mestyan considers the adjustment of imperial Islam to a world without a Muslim empire, discussing the post-Ottoman Egyptian monarchy and the intertwined making of Saudi Arabia and the State of Syria in the 1920s and 1930s. Mestyan’s innovative analysis shows how an empire-based theory of the modern political order can help refine our understanding of political dynamics throughout the twentieth century and down to the turbulent present day.

Minority Accommodation through Territorial and Non-Territorial Autonomy explores the relationship between minority, territory, and autonomy, and how it informs our understanding of non-territorial autonomy (NTA) as a strategy for accommodating ethno-cultural diversity in modern societies. This book explores the significant and multifaceted role that Orthodox Christian networks played in the sultan’s realm from the 17th century until WWI. These multi-ethnic, multi-lingual, and multi-confessional formations contributed fundamentally to the political, economic, social, and cultural development of the Empire as well as to its gradual disintegration. Bringing together scholars from most Balkan countries, Christian Networks in the Ottoman Empire describes the variety of Orthodox Christian networks under Ottoman rule. The examples examined include commercial relations, intellectual networks, educational systems, religious dynamics, consular activities, and revolutionary movements, and involve Muslims and Christians, Romanians and Serbs, Bulgarians and Greeks, Albanians and Turks. The contributions show that the Christian populations and their elites were an integral part of Ottoman society. The geographical spread of the formal and informal networks enriches our understanding of the terms ‘center’ and ‘periphery.’ They were either centered within the official Ottoman borders and extended their activities to other states and empires, or vice versa, located elsewhere, but also active in the Ottoman Empire. Non-territorial autonomy is an unusual method of government based on the notion of the devolution of power to entities within the state which exercise jurisdiction over a population defined by personal features (such as opting for a particular ethnic nationality) rather than by geographical location (such as the region in which they live). Developed theoretically by Karl Renner in the early twentieth century as a mechanism for responding to demands for self-government from dispersed minorities within the Austro-Hungarian empire, it had earlier roots in the Ottoman empire, and later formed the basis for constitutional experiments in Estonia, in Belgium, and in states with sizeable but dispersed indigenous minorities. More recently, efforts have been made to apply it in indigenous communities. This approach to the management of ethnic conflict has attracted a small literature, but there is no comprehensive overview of its application. The intention of this special issue is to fill this gap, for the first time offering a comparative assessment of the significance of this political institutional device. Authors of case studies follow a common framework. This book was published as a special issue of Ethnopolitics.
