Few would have imagined the developments and the extent of reforms that occurred under Spanish Prime Minister José Luis Rodríguez Zapatero between 2004 and 2008. Under Zapatero, Spain rapidly withdrew Spanish troops from Iraq, held a very public political debate on the Spanish Civil War and the Franco dictatorship, passed very progressive social legislation that included gay marriage and adoption as well as a sweeping gender equality act, and expanded autonomy in six of Spain’s 17 regions. It has become quite common to refer to some or all of these developments as a ‘second transition’ that alters or revisits policies, institutional arrangements and political strategies that were established during Spain’s transition to democracy. This book analyzes the patterns of continuity and change and provides a nuanced, critical evaluation of the concept of a ‘second transition’. Three broad questions are addressed. First, to what degree do the developments under Zapatero’s Socialist government represent a departure from prior patterns of Spanish politics? Second, what accounts for the continuities and departures? Finally, the project begins to assess the implications of these developments. Are there lasting effects, for example, on political participation, electoral alignments, interparty and inter-regional relations more broadly? This book was published as a special issue of South European Society & Politics.

The pervasive creation and consumption of content, especially visual content, is ingrained into our modern world. We’re constantly consuming visual media content, in printed form and in digital form, in work and in leisure pursuits. Like our cave– man forefathers, we use pictures to record things which are of importance to us as memory cues for the future, but nowadays we also use pictures and images to document processes; we use them in engineering, in art, in science, in medicine, in entertainment and we also use images in advertising. Moreover, when images are in digital format, either scanned from an analogue format or more often than not born digital, we can use the power of our computing and networking to exploit images to great effect. Most of the technical problems associated with creating, compressing, storing, transmitting, rendering and protecting image data are already solved. We use - cepted standards and have tremendous infrastructure and the only outstanding ch- lenges, apart from managing the scale issues associated with growth, are to do with locating images. That involves analysing them to determine their content, clas- fying them into related groupings, and searching for images. To overcome these challenges we currently rely on image metadata, the description of the images, - ther captured automatically at creation time or manually added afterwards.

The Spanish labor market is not working: the unemployment rate is structurally very high; wages are not very responsive to labor market conditions, causing a high cyclicality of unemployment; and the labor market is highly dual. Compared with the EU15, Spanish labor market institutions and policies stand out by the structure of its collective bargaining, which occurs mostly at an intermediate level, and by very high severance payments for permanent workers. Based on a quantitative analysis, the paper shows that moving away from the intermediate level of bargaining would go a long way toward bringing the unemployment rate closer to the EU15 average. The key reform needed to reduce the share of temporary workers is reducing employment protection of permanent workers. Substantially reforming the collective bargaining system and reducing the protection of permanent workers are likely to be highly complementary to secure a substantial reduction in the unemployment rate. The recent 2010 labor market reform attempts to address these issues, although its effects are still to materialize.

Over the last forty years, graffiti and street-art have become a global phenomenon within the visual arts. Whilst they have increasingly been taken seriously by the art establishment (or perhaps the art market), their academic and popular examination still remains within old debates which argue over whether these acts are vandalism or art, and which examine the role of graffiti in gang culture and in terms of visual pollution. Based on an in-depth ethnographic study working with some of the world’s most influential Independent Public Artists, this book takes a completely new approach. Placing these illicit aesthetic practices within a broader historical, political, and aesthetic context, it argues that they are in fact both intrinsically ornamental (working within a classic architectonic framework), as well as innately ordered (within a highly ritualized, performative structure). Rather than disharmonic, destructive forms, rather than ones solely working within the dynamics of the market, these insurgent images are seen to reface rather than deface the city, operating within a modality of contemporary civic ritual. The book is divided into two main sections, Ornament and Order. Ornament focuses upon the physical artifacts themselves, the various meanings these public artists ascribe to their images as well as the tensions and communicative schemata emerging out of their material form. Using two very different understandings of political action, it places these illicit icons within the wider theoretical debate over the public sphere that they materially re-present. Order is focused more closely on the ephemeral trace of these spatial acts, the explicitly performative, practice-based elements of their aesthetic production. Exploring thematics such as carnival and play, risk and creativity, it tracks how the very residue of this cultural production structures and shapes the socio-ethico guidelines of these artists’ lifeworlds.
