The Space Based Infrared System (SBIRS) High Program is a "system of systems" approach to integrate space assets in multiple orbit configurations with a consolidated ground segment for more effective integration of data and better information to the warfighter. The SBlRS architecture will consist of four satellites located in Geostationary Earth Orbit, two satellites orbiting in Highly Elliptical Orbits, and a constellation of greater than 20 satellites in Low Earth Orbit to provide global coverage in support of the SBIRS missions. The SBIRS missions include enemy missile warning, missile defense, technical intelligence, and battle space characterization. The SBIRS High Program will provide an enhanced follow-on capability to the current Defense Support Program system using state-of-the-art: highly flexible, tasking infrared sensor technology to combat emerging threats. This technology will allow the SBIRS to detect and track shorter-range missiles with greater accuracy. The benefit to the warfighter will be improved missile launch point and impact point predictions in support of offensive and defensive operations, and reduced impact and disruption to the fighting readiness of deployed forces.

The purpose of the IAT & C program is to provide facilities in which National Missile Defense (NMD) interceptor missiles can be integrated and assembled prior to their use in testing or their deployment as part of the NMD system. Boeing does not have suitable facilities at its Huntsville plant to assemble or store the missiles. There are no facilities at Redstone Arsenal currently configured to be able to assemble the NMD interceptors. Modification of existing government facilities would minimize the time and cost needed to obtain the required facilities. This is critical to DoD's goal of developing a deployable NMD system within 3 years to ensure that the United States has the capability to protect its people against ballistic missile threats. The proposed action consists of three activities. The first would be the rehabilitation or facility upgrade of an existing complex of buildings and construction of a remote operator test blockhouse to provide an interceptor missile integration and assembly facility. The second activity would be the actual integration and assembly of interceptor missiles at the rehabilitated facility. The third would be storage of interceptor components and completed interceptors that cannot be immediately shipped. Integration and assembly of the interceptor missile would include installing electronics, wiring, and ordnance in each of the stages; mating the stages together: mating the kill vehicle (KV) to the Flight Vehicle; and containerizing the entire interceptor missile. Final acceptance tests and checks would be made and the sealed shipping canister charged with nitrogen. The assembled and containerized interceptor missile would then be roll transferred into a Missile Transporter, similar to a tractor- trailer. Final deployment sites have not been selected, but alternatives are being evaluated in an NMD Deployment Environmental Impact Statement currently being prepared.

The United States needs to procure a consolidated, cost-effective, flexible system that will meet the Nation's infrared space surveillance needs through the next two to three decades. The system must fulfill four broad mission areas: missile warning, missile defense, technical intelligence, and battlespace characterization. This overview Environmental Assessment (EA) identifies, describes, and evaluates the potential environmental impacts that could result from implementing the Space Based Infrared System (SBIRS) High Component, which is the development and testing of satellites for the geosynchronous orbit, development and testing of infrared sensors for the highly elliptical orbit, design and testing of antennas for the overall SBIRS program, and Atlas IIAS or Evolved Expendable Launch Vehicle (EELV) operations at Cape Canaveral Air Station, Florida. The major impacts that were assessed were as follows: global impacts, which consist of launch vehicle impacts to the stratospheric ozone layer from rocket exhaust and deorbiting debris; and local impacts, which consist of launch clouds from the launch vehicles that will contain hydrochloric acid and aluminum oxide, electromagnetic radiation from antennas, and local spills from prelaunch activities. The EA evaluated how the Geosynchronous Earth Orbit Satellites and the launch vehicles would affect air quality, water resources, the water supply, cultural resources, biological resources, threatened and endangered species, and stratospheric ozone, and whether their use would result in environmental problems due to the creation of solid waste, hazardous materials, hazardous waste, nonionizing radiation, and noise. The EA also assessed how the SBIRS program would affect the environment of Cape Canaveral Air Station. The conclusion reached by this EA is that the SBIRS program will not produce significant environmental impacts, and an environmental impact statement is not required. (13 tables, 8 figures, 74 refs.).
