Our Puerto Rican farmers are facing the threats of an economy in recessioin and devoid of the capacity to generate enough jobs in agriculture. It is time that we look at past strategies of social-economic development, their contribution and mistakes and learn from it. Puerto Rico cannot remain heavily dependent on its food imports for internal consumption. It is the intent of this research to support government, in collaboration with local farmers, in the design of the corresponding policies for a food quality and safety plan. This plan should be capable of helping create a new generation of entrepreneurs for sustaining Puerto Rico's internal nutritional needs. Policies should be based on the productive capacity of the local farmers who should provide fresh products at accessible and competitive prices.
