"The initiative to develop these guidelines started in February 2005, following a workshop organized by SPREP and NOAA, which was held to review socioeconomic monitoring efforts already in place in the Pacific. In October 2006, a follow-up meeting was convened, comprising representatives from NOAA, LMMA, SPREP, CRISP, FSPI, GCRMN, and World Fish Center. At this meeting, it was agreed that a set of socioeconomic guidelines for the Pacific should be developed to provide a user-friendly document that synthesizes the existing methods, including Socioeconomic Monitoring Guidelines (SocMon), Locally Marine Managed Area Learning Framework (LMMA-LF, or shortened LF), and Socio-Economic Fisheries Surveys in the Pacific (SFSPI). In May 2007, a workshop was held in Fiji to make final decisions and plans for preparation of the guidelines. In October 2007, the first draft of SEM-Pasifika was launched at the 8th Pacific Islands Conference on Nature Conservation and Protected Areas in Papua New Guinea, followed by an intensive training-of-trainers workshop hosting participants from over 10 countries in the Pacific. The feedback from the workshop participants was used to revise the final guidelines"--P. 5.
