The Intergovernmental Panel on Climate change (IPCC) was jointly established by the World Meteorological Organization (WMO) and the United Nations Envir- ment Programme (UNEP) to assess the scientific, technical and socio-economic information relevant for the understanding of the risk of human-induced climate change. Since its inception the IPCC has produced a series of comprehensive - sessment Reports, Special Reports and Technical Papers on the state of the und- standing of causes of climate change, its potential impacts, and options for response strategies. In 1998, Working Group III (WG III) of the ongoing Third Assessment was charged by the IPCC Plenary to assess the scientific, technical, environmental, economic and social aspects of the mitigation of climate change and a series of cross-cutting issues such as equity, development and sustainability. Its mandate was changed from a predominantly disciplinary assessment of the economic and social dimensions of climate change in the Second Assessment Report to an interdisciplinary assessment of the options to control the emissions of greenhouse gases and/or enhance their sinks. One key issue of the IPCC Third Assessment Report (TAR) on mitigation of climate change, which has undergone an extensive review by scientists and governments, is the role of present and future behaviour of individuals, households, private and p- lic companies, public authorities and other stakeholders.

One of the most heartening developments in climate change mitigation in recent years has been the increasing attention paid to the principle of ‘thinking globally and acting locally’. The failure of the international community to reach significant global agreements on the reduction of greenhouse gas emissions has led local governments, environmental organisations and citizens themselves to focus increasingly on the local possibilities for action on climate change. This book explores the significance of human behaviour to understanding the causes and impacts of changing climates and to assessing varied ways of responding to such changes. So far the discipline that has represented and modelled such human behaviour is economics. By contrast Climate Change and Society tries to place the ‘social’ at the heart of both the analysis of climates and of the assessment of alternative futures. It demonstrates the importance of social practices organised into systems. In the fateful twentieth century various interlocking high carbon systems were established. This sedimented high carbon social practices, engendering huge population growth, increasing greenhouse gas emissions and the potentially declining availability of oil that made this world go round. Especially important in stabilising this pattern was the ‘carbon military-industrial complex’ around the world. The book goes on to examine how in this new century it is systems that have to change, to move from growing high carbon systems to those that are low carbon. Many suggestions are made as to how to innovate such low carbon systems. It is shown that such a transition has to happen fast so as to create positive feedbacks of each low carbon system upon each other. Various scenarios are elaborated of differing futures for the middle of this century, futures that all contain significant costs for the scale, extent and richness of social life. Climate Change and Society thus attempts to replace economics with sociology as the dominant discipline in climate change analysis. Sociology has spent much time examining the nature of modern societies, of modernity, but mostly failed to analyse the carbon resource base of such societies. This book seeks to remedy that failing. It should appeal to teachers and students in sociology, economics, environmental studies, geography, planning, politics and science studies, as well as to the public concerned with the long term future of carbon and society.

This has resulted in a greater consideration of vulnerability and adaptation.The book, based on the research programme "Vulnerability, Adaptation and Mitigation" (VAM) which ran from 2004 to 2010, funded by the Netherlands Organisation for Scientific Research (NWO), presents a cluster of case studies of industries, communities and institutions which each show how vulnerability, adaptation and mitigation analyses can be integrated using social behavioural sciences. Each chapter makes specific recommendations for the studied industry sector, community or institution, analyses the latest research developments of the field and identifies priorities for future research.
