Ghana administers multiple social protection programs. One of these, pensions provided by the Social Security and National Insurance Trust, has a long history, but others-- the Ghana School Feeding Programme, Labor-Intensive Public Works program, Livelihood Empowerment Against Poverty program, and National Health Insurance Scheme-- have been introduced and expanded only over the past two decades. Social Protection Program Spending and Household Welfare in Ghana assesses the performance of the government of Ghana's main social assistance and social insurance programs. The study discusses the programs' main design and implementation parameters; summarizes existing evaluative and operational research; and examines the patterns and trends in program benefit spending, using government administrative data, and the programs' coverage rates, incidence, and effectiveness for reducing poverty and inequality, using recent national household sample survey data. Furthermore, the study examines the relationship between household participation in social assistance programs and exposure to adverse covariate shocks-- specifically, possible weather-related shocks-- on the basis of high-resolution climate risk maps for the country.

This study provides a diagnostic of the benefit incidence and targeting performance of a large number of social programs in Ghana. Both broad-based programs (such as spending for education and health, and subsidies for food, oil-related products and electricity) as well as targetd programs (such as LEAP, the indigent exemption under the NHIS, school lunches and uniforms, or fertilizer subsidies) are considered. In addition, the study provides tools and recommendations for better targeting of those programs in the future. The tools include new maps and data sets for geographic targeting according to poverty and food security, as well as ways to implement proxy means-testing. The purpose of this introductory chapter is to provide a brief synthesis of the key findings and messages from the study.

The State of Social Safety Nets 2018 Report examines global trends in the social safety net/social assistance coverage, spending, and program performance based on the World Bank Atlas of Social Protection Indicators of Resilience and Equity (ASPIRE) updated database. The report documents the main social safety net programs that exist globally and their use to alleviate poverty and to build shared prosperity. The 2018 report expands on the 2015 edition, both in administrative and household survey data coverage. A distinct mark of this report is that, for the first time, it tells the story of what happens with SSN/SA programs spending and coverage over time, when the data allow us to do so. Despite this progress, large macroeconomic imbalances threaten growth and continued poverty reduction. Rapid economic growth and poverty reduction has been accompanied by growing inequality in terms of income and geographical areas. The Government of Ghana (GoG) has a comprehensive national social protection strategy (NSPS) in place and is finalizing the national social protection policy. Given existing macroeconomic challenges, resources allocated to social protection programs should be used in the most cost-effective and pro-poor manner. This assessment aims to contribute to the rationalization of social protection public expenditures, building on recent work by the GoG. This report updates the analysis on core social assistance programs, active labor market programs, social insurance schemes including the national health insurance scheme, and general fuel and electricity subsidies. To establish a more effective and sustainable social protection system, the report recommends addressing the following four challenges: consolidating the substantial gains achieved to date and building a stronger program portfolio; strengthening expenditure management; expanding well-targeted programs and rationalizing poorly targeted programs; and ensuring the sustainability of key programs.
