Budgeting has long been considered a rational process using neutral tools of financial management, but this outlook fails to consider the outside influences on leaders’ behavior. Steven G. Koven shows that political culture (moralistic, traditionalistic, individualistic) and ideological orientations (liberal vs. conservative) are at least as important as financial tools in shaping budgets. Koven examines budget formation at the national, state, and local levels to demonstrate the strong influence of attitudes about how public money should be generated and spent. In addition to statistical data, the book includes recent case studies: the 1997 budget agreement; Governor George W. Bush’s use of the budget process to advance a conservative policy agenda in the state of Texas; and Mayor Marion Barry’s abuses of power in Washington, D.C. Participatory Budgeting continues to spread across the globe as government officials and citizens adopt this innovative democratic program in the hopes of strengthening accountability, civil society, and well-being. Governments often adapt PB's basic program design to meet local needs, thus creating wide variation in how PB programs function. Some programs retain features of radical democracy, others focus on community mobilization, and yet other programs seek to promote participatory development. Participatory Budgeting in Global Perspective provides a theoretical and empirical explanation to account for widespread variation in PB's adoption, adaptation, and impacts. This book develops six "PB types" to account for the wide variation in how PB programs function as well as the outcomes they produce. To illustrate the similar patterns across the globe, four empirical chapters present a rich set of case studies that illuminate the wide differences among these programs; chapters are organized regionally, with chapters on Latin America, Asia, Sub-Saharan Africa, Europe, and North America. By organizing the chapters regionally, it becomes clear that there are temporal, spatial, economic, and organizational factors that produce different programs across regions, but similar programs within each region. A key empirical finding is that the change in PB rules and design is now leading to significant differences in the outcomes these programs produce. We find that some programs successfully promote accountability, expand civil society, and improve well-being but, too often, researchers do not have any evidence tying PB to significant social or political change.

Central America has come a long way both in terms of economic and political stability. Increasingly the region is focusing on implementing productivity-enhancing reforms as well as supporting reductions in poverty and inequality. This report analyzes recent trends in public social spending in Central America from 2007 to 2014, conducts international benchmarking, examines measures of the effectiveness and efficiency of social spending, and discusses the quality of selected institutions influencing this spending. We examine total social spending, as well as detailing its four components: public spending on the education, health, and social protection and labor (SPL) sectors. In analyzing public social spending, the report addresses three crucial policy issues: (a) how to improve the coverage and redistributional incidence of public social spending; (b) how to enhance the effectiveness and efficiency of public social spending; and (c) how to strengthen the institutions governing public spending in the social sector. While based heavily on a series of recent analytical social spending studies in six countries in the subregion—Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and Panama—this report also takes a broader regional perspective and includes some comparisons to countries in other regions.
