La tesis de la investigadora, defendida en 2017 en la Universidad de Deusto y dirigida por los profesores Felipe Gómez Isa y Carlos Martín Beristain, analiza el que califica de “conflicto olvidado” del Sahara Occidental desde la perspectiva de los derechos humanos abordando, en particular, el delito de desaparición forzada. Para ello, la autora, que formó parte del equipo de trabajo de la investigación que desembocó en “El Oasis de la Memoria”, analiza en detalle 95 casos de desaparición forzada, 86 de ellos recogidos en dicha publicación y los nueve restantes, en “Meheris: la esperanza posible”. La investigadora indica que es necesaria “una voluntad política real por transformar la realidad y romper con el pasado de violaciones de derechos humanos” y denuncia que “no se haya respetado el derecho de las víctimas a la verdad”. Los resultados del trabajo, según apunta López, se espera que sirvan para que las personas afectadas puedan defender sus derechos ante las instancias internacionales y la Audiencia Nacional española.

This edition of the Inter-American Yearbook on Human Rights, like the volumes that precede it, includes information concerning the activities of the Organization of American States in the promotion and protection of human rights. It begins with the composition of the Commission and Court, including the biographies of the members, 1988 activities of each body, reproductions of resolutions and reports by the Commission and historic correspondences and decisions by the Court. Also included is an update on the status of the American Convention on Human Rights, which reports the relation of each country to that instrument, followed by resolutions adopted in 1988 by the OAS General Assembly. The year 1988 distinguished itself particularly because the Inter-American Court of Human Rights made its first decision on a contentious case, the Velásquez Rodríguez case (Honduras). This historic decision is reproduced in Part Three of this volume. Another important 1988 development in the Inter-American system was the Protocol of San Salvador, or Additional Protocol to the American Convention on Human Rights for Economic, Social and Cultural Rights, reproduced in Part Four. Also included, in its entirety, is a report on the human rights situation in Haiti, a report requested by the Organization of American States Permanent Council in Resolution 502. In this report, the author summarizes her letters to government officials in 44 countries and the Gaza Strip regarding alleged human rights violations committed against judges and lawyers. The author also summarizes the responses of 18 governments to these letters. These cases were reported to her from 16 March 2010 to 15 March 2011. Cases are organized by country. The main areas of concern were threats to lawyers, including acts of interference in the discharge of their professional functions (28%). Issues relating to the fairness of judicial proceedings which include the right to be informed of the charges and undue delays in judicial proceedings, amount to 21% of the cases. In about 14% of the communications, a lack of access to a lawyer is alleged, often observed in places of detention. There were concerns on the independence of the judiciary in about 10% of the cases, in particular interference in the judicial functions and threats to lawyers and prosecutors. Lawsuits against lawyers relating to civil, criminal and disciplinary charges constitute 7% of the cases. 6% concern allegations relating to the lack of access to courts. Cases which raise issues regarding impunity amount to 5% of the communications. 4% of the cases relate to military courts trying civilians, and the same percentage concerns restriction on the freedom of expression of lawyers. Finally, 10% cover other issues, such as freedom of expression of lawyers, impunity, access to a lawyer in private, tenure, removal and appointment of judges, and disbarment of lawyers.
