With the increased number of inoperative battery operated smoke detectors, it has become necessary to enact appropriate legislation to encourage maintenance of smoke detectors. Even though 85% of homes have smoke detectors, 50% of those are inoperative through neglect. The purpose of this research was to provide the necessary tools in adopting more stringent and enforceable smoke detector legislation by applying action research.

Georgetown, South Carolina was the first city in the state to require smoke detectors in one-and-two family dwellings built before 1986. The law went into effect August 1, 1991. The purpose of this paper is to evaluate the smoke detector coverage in the city two years after the law went into effect and compare those findings with baseline information established during a city-wide survey prior to the passage of the city's ordinance. A door-to-door survey was used to measure the number of households protected by smoke detectors.
