In the United States during the early 1980s, hundreds of day care providers were accused of sexually abusing their young charges in satanic rituals that included blood drinking, cannibalism, and human sacrifice. The panic surrounding the ritual abuse of children has spread quickly to Canada, Europe, and Australasia, and its rapid dispersion has been unimpeded by international investigations that found no evidence to corroborate the allegations and warned that a moral panic was thrusting them into professional public attention. This work is a sociologically based analysis of the day care ritual abuse panic in America. It introduces the concept of moral panic and analyzes its relevance to the ritual abuse scare, explores the ideological, political, economic, and professional forces that fomented the panic, discusses the McMartin Preschool case as the incident that brought attention to satanic menaces and children, and examines the dialect between the various interest groups that stirred up and spread the moral panic and the day care providers accused of ritual abuse. Also covered are the popular culture representations of day care ritual abuse, the diffusion of the scare to areas overseas, the institutionally symbolic and ideologically contradictory social ends of the panic, and the outcomes of the panic in various settings. The book ends with a discussion of moral panic theory and how it needs to be changed for a complex, multi-mediated postmodern culture, and what lessons can be learned from the scare.

The use of filibusters in the U.S. Senate by small numbers of members to prevent legislative action apparently desired by a majority of the members--as evidenced by the battles over civil rights legislation in the 1950s and 1960s--is legendary. Similar situations have existed in other legislative bodies over time. The fear that they will at some time be in the minority has inhibited actions by the majority groups to control the right of minority groups to block legislative action. And yet from time to time the majority in a legislative body has forced a change in the rules to control the rights of the minority. When does the majority seek to limit minority rights to obstruct legislation? Douglas Dion, in a unique study, develops a formal model to set out the conditions under which majorities will limit minority rights. He finds that when majorities are small, they will be more cohesive. This majority cohesion leads to minority obstruction, which in turn leads to majority efforts to force procedural change to control the ability of the minority to obstruct legislation. Dion then tests his findings in a rich consideration of historical cases from the nineteenth-century U.S. House of Representatives, the nineteenth- and twentieth-century U.S. Senate, the British House of Commons, and an account of the Austro-Hungarian Parliament written by Mark Twain. This book explores the notion of rurality and how it is used and produced in various contexts, including within populist politics which derives their legitimacy from the rural-urban divide. The gap between the ‘common people’ and the ‘elites’ is widening again as images of rurality are promoted as morally pure, unalienated and opposed to the cultural and economic globalization. This book examines how using certain images and projections of rurality produces ‘rural authenticity’, a concept propagated by various groups of people such as regional food producers, filmmakers, policymakers, and lobbyists. It seeks to answer questions such as: What is the rurality that these groups of people refer to? How is it produced? What are the purposes that it serves? Research in this book addresses these questions from the areas of both politics and policies of the ‘authentic rural’.
