Book Description
During the last decade, 'Hybrid Warfare' has become a novel yet controversial term in academic, political and professional military lexicons, intended to suggest some sort of mix between different military and non-military means and methods of confrontation. Enthusiastic discussion of the notion has been undermined by conceptual vagueness and political manipulation, particularly since the onset of the Ukrainian Crisis in early 2014, as ideas about Hybrid Warfare engulf Russia and the West, especially in the media. Western defense and political specialists analyzing Russian responses to the crisis have been quick to confirm that Hybrid Warfare is the Kremlin's main strategy in the twenty-first century. But many respected Russian strategists and political observers contend that it is the West that has been waging Hybrid War, Gibridnaya Voyna, since the end of the Cold War. In this highly topical book, Ofer Fridman offers a clear delineation of the conceptual debates about Hybrid Warfare. What leads Russian experts to say that the West is conducting a Gibridnaya Voyna against Russia, and what do they mean by it? Why do Western observers claim that the Kremlin engages in Hybrid Warfare? And, beyond terminology, is this something genuinely new?

Book Description
Today, America faces security challenges that are exceedingly dynamic and complex, in part because of the ever changing mix and number of actors involved and the pace with which the strategic and operational environments change. To meet these new challenges more effectively, the Obama administration advocated strengthening civilian instruments of national power and enhancing America's whole-of-government (WOG) capabilities. Although the need for comprehensive integration and coordination of civilian and military, governmental and nongovernmental, national and international capabilities to improve efficiency and effectiveness of post-conflict stabilization and peacebuilding efforts is widely recognized, Washington has been criticized for its attempts at creating WOG responses to international crises and conflicts for overcommitment of resources, lack of sufficient funding and personnel, competition between agencies, ambiguous mission objectives, ..

Book Description
Child soldiers are generally perceived as faultless, passive victims. This ignores that the roles of child soldiers vary, from innocent abductee to wilful perpetrator. This book argues that child soldiers should be judged on their actions and that treating them like a homogenous group prevents them from taking responsibility for their acts.

Book Description
Since the end of the Cold War, the international community, and the USA in particular, has intervened in a series of civil conflicts around the world. In a number of cases, where actions such as economic sanctions or diplomatic pressures have failed, military interventions have been undertaken. This 1999 book examines four US-sponsored interventions (Panama, Somalia, Haiti and Bosnia), focusing on efforts to reconstruct the state which have followed military action. Such nation-building is vital if conflict is not to recur. In each of the four cases, Karin von Hippel considers the factors which led the USA to intervene, the path of military intervention, and the nation-building efforts which followed. The book seeks to provide a greater understanding of the successes and failures of US policy, to improve strategies for reconstruction, and to provide some insight into the conditions under which intervention and nation-building are likely to succeed.

Book Description
Does modern technology tilt the balance in favour of the terrorists in their constant battle to defeat the efforts of counter-terrorist agencies, or vice versa? How can we assess the feasibility and probability of terrorists in certain circumstances resorting to nuclear, chemical or biological weapons? Bearing in mind that terrorists have already resorted to mass murder in the form of sabotage bombing of airliners, tragically demonstrated in the 1988 bombing of Pan Am 103 over Lockerbie, how effective have the aviation authorities been in using technology and other measures to combat this threat?

Book Description
Armed forces can be confronted with the problem of correctly classifying a targeted group as one that is or is not party to an armed conflict. In particular, this happens in a context of a high level of violence where a non-international armed conflict is (likely) occurring at the same time, such as in Iraq, Afghanistan, Brazil or Mexico. The difficulty of qualifying the targeted group leads to a legal uncertainty in which it is unclear whether an operation is governed by international humanitarian law or the international law of human rights. The problem is of particular interest when lethal force is resorted to, as killing might be illegal under one of the two branches. The book attempts to provide guidance on how this uncertainty can be overcome. In order to do so, the requirements to kill under IHL and human rights law are analyzed and compared, as well as assessed in concrete operations of the National Police of Colombia who face this problem on a regular basis.
