With the exceptions noted on the data sheets, standard analytical protocols were followed in the analyses of the samples. All laboratory quality control samples analyzed in conjunction with the samples in this project were within established control limits. The Method 8020 surrogates were diluted out of sample-010 and -016, the samples were diluted due to elevated concentrations of target and/or non-target compounds. Likewise. the spike and surrogate compounds added to the MS/MSD aliquot performed on sample -010, were diluted out. The Method 8015 GRO surrogates were diluted out of sample -010 and -016, the samples were diluted due to elevated concentrations of target compounds. Likewise, the spike and surrogate compounds added to the MS/MSD aliquot performed on sample -010, were diluted out. The Method 8015-DRO surrogates were diluted to less than detectable concentrations in samples D8K200146-006, and -007 due to elevated concentrations of target compounds. The matrix spike and surrogate compounds were not recoverable from the MS/MSD performed on sample -010. The laboratory attributes the anomaly to matrix effect.

The objective of risk-based remediation is to reduce the risk of specific chemicals to human health and/or ecological receptors such as animals or plant life. For any chemical to pose a risk, four elements must exist at the site: A source of chemical contamination that exceeds or could generate chemical contamination above health-protective or aesthetic standards; A mechanism of contaminant release; A human or ecological receptor available for chemical contact; and A completed pathway through which that receptor will contact the chemical. If any one of these four elements is absent at a site, there is no current risk. The reduction or elimination of risk can be accomplished by limiting or removing any one of these four elements from the site. The goal of this risk-based remediation approach is to find the most cost-effective method of reducing present and future risk by combining three risk reduction techniques: Chemical Source Reduction - Achieved by natural attenuation processes over time or by engineered removals such as free product recovery, soil vapor extraction (SVE), or in situ bioventing. Chemical Migration Control - Examples include natural attenuation of a groundwater plume, and SVE to prevent migration of hazardous vapors to a receptor exposure point. Receptor Restriction - Land use controls and site fencing to eliminate chemical exposure until natural attenuation and/or engineered remediation reduce the chemical source and/or eliminate the potential for chemical migration to an exposure point.

TNRCC has directed that Site ST14 (also known as Solid Waste Management Unit ((SWMU) 68) and associated areas be remediated under Title 31 Texas Administrative Code (TAC) Chapter 334, the Petroleum Storage Tank (PST) rules. This risk-based corrective action plan includes conservative estimates of risk, conclusions, and recommended corrective actions for the former hazardous waste storage area (HWSA) at Building 560, Rickenbacker Air National Guard Base (ANGB), Ohio. The former HWSA is located at the edge of the shop area in the northern section of the Base. The HWSA was a permitted Resource Conservation and Recovery Act (RCRA) storage facility that received wastes generated during Base activities from 1983 through 1986. Wastes stored at the HWSA consisted primarily of acids, various solvents and cleaning solutions, petroleum products, and spent desiccants. Waste was stored in small containers placed on pallets inside Building 560 and in larger, 55-gallon drums outside the building (within the fenced yard). Additionally, 15 underground storage tanks (USTs) were previously located at or near the HWSA. These USTs were used for the storage of fuel waste, waste petroleum products, and deicing fluid. The Air Force Base Conversion Agency (AFBCA) has been granted No Further Response Action Planned (NFRAP) status for the tanks. Residual contamination in soil and groundwater is addressed as part of the risk-based corrective action presented in this report.

This decision document has been prepared to support a no further action decision at Study Area 43F - Historic Gas Station Site (SA 43F) at Fort Devens, Massachusetts. The report was prepared as part of the U.S. Department of Defense (DoD) Base Realignment and Closure (BRAC) program to assess the nature and extent of contamination associated with site operations at Fort Devens. In conjunction with the Army's Installation Restoration Program (IRP), Fort Devens and the U.S. Army Environmental Center (USAEC; formerly the U.S. Army Toxic and Hazardous Materials Agency) initiated a Master Environmental Plan (MEP) in 1988. The MEP consists of assessments of the environmental status of SAS, specifies necessary investigations, and provides recommendations for response actions with the objective of identifying priorities for environmental restoration at Fort Devens. The Historic Gas Station Sites were identified in the MEP as potential areas of contamination. On December 21, 1989, Fort Devens was placed on the National Priorities List under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) as amended by the Superfund Amendments and Reauthorization Act. An Enhanced Preliminary Assessment (PA) was also performed at Fort Devens to address areas not normally included in the CERCLA process, but requiring review prior to closure. A final version of the PA report was completed in April 1992. In 1992, DoD, through USAEC, also initiated a Site Investigation (SI) for SA 43A through S along with the other 12 SAs in SA Groups 2 and 7 at Fort Devens. The SI was conducted by ABB Environmental Services, Inc. (ABB-ES). Under Public Law 101-510, the Defense Base Realignment and Closure Act of 1990, Fort Devens has been selected for cessation of operations and closure.
