The Service Life Prediction Technology Program is part of the Integrated High Payoff Rocket Propulsion Technology (IHPRPT) program under the area of Strategic Sustainment. The overall goal of IHPRPT is to double the state-of-the-art national rocket propulsion capability by the year 2010. The primary objectives of the Service Life Prediction Technology program are to reduce the uncertainty in predicted stresses and strains, to reduce material failure characterization uncertainties, and to reduce aging model uncertainties. Emphasis of the program will be to: (1) investigate and implement nonlinear constitutive laws (including laboratory characterization methods); (2) to characterize and model chemical migration and reactions in aging propellants and bondlines; and (3) to investigate and establish nondestructive methods which can be used to characterize the in-situ propellant properties and property variations in solid propellant rocket motors.

The first International Conference on Ageing Studies and Lifetime Extension of Materials was held on th July 12-14 , 1999 at St. Catherine's College, Oxford, United Kingdom. Over 230 delegates attended during the three days and heard nearly ninety papers, together with over thirty poster presentations. Sixteen of these papers were keynotes from invited speakers eminent in their field of research. The proceedings were organised into six separate sessions: observation and understanding of real-time and accelerated ageing; experimental techniques; modelling and theoretical studies; lifetime prediction and validation; lifetime extension; and material design for ageing. In doing this, it was hoped to cover most issues of scientific concern inthefield ofmaterials ageing. One important aspect was that the conference did not concentrateon any particular group or type ofmaterial; rather the aim was to attract contributions from workers engaged in ageing studies with as wide a range of materials as possible. In this way, it was hoped that delegates could interactwith and learnfrom those whom they perhapswould not normally come across and that metallurgists could learn from polymer scientists, ceramicists could talk to modellers, and so on, in this important field. Degradation, the chemical/physical response of building and con struction materials exposed to in-service environments, must be predicted prior to their installation in structures if materials are to be effectively selected, used and maintained. These assessments of materials degradation require that methods be available to aid prediction of service life. The objectives of building materials science are a) to charac terize and categorize materials, b) to predict, preferably in a mathematical sense, material or component response including expected service life, and c) to make improvements in material response through improvements in design, formulation, processing or specification. For building and construction materials, continued progress has been made towards objective (a), but little progress has been made towards objectives (b) and (c). Of these, the mathematical prediction of service life appears to be of greater importance, because, if general approaches or models having application to a wide range of building and construction materials can be identi fied, then the categorization, selection, use and improvement of materials can proceed in a systematic manner. Researchers in advanced technologies, such as aerospace, nuclear, electronics and medicine, have apparently been more successful than researchers in building and construction technology in responding to the need for reliable predictions of service life.
