A Structural Research Capability Database of HBCUs was developed which can be used to recall data about HBCU faculty capabilities and research interests, and university research facilities. The records are focused toward Flight Dynamics Directorate research and technology needs and should facilitate and increase faculty and student participation in the Flight Dynamics Directorate research programs by familiarizing Flight Dynamics Directorate in- house researchers with those at the cited HBCUs. Additional records may be appended to the database. More data were obtained than was contemplated, some universities provided brochures and other additional published data.

Historically Black Colleges and Universities (HBCUs) are valuable institutions that provide intellectual domains for racial uplift, racial refuge, and cultural empowerment within a continually polarized nation. Today’s current racial climate reminds us of the historical context that gave birth to HBCUs and segregated athletic experiences. While the sporting life at HBCUs is an integral part of these institutions’ mission, there is a dearth of research about HBCU athletics. In The Athletic Experience at Historically Black Colleges and Universities: Past, Present, and Persistence, leading scholars from across the nation present a holistic examination of the integral role sports have played at HBCUs. Chapters in this volume cover a range of topics, from HBCU Football Classics to economics. It begins with a historical overview of HBCUs and the early sporting life before delving into the experiences of today’s male and female student-athletes—including the unique perspectives of athletes who transferred from historically White colleges and universities to HBCUs. Other chapters examine economic issues at HBCUs, such as the financial viability of their athletic departments in the context of the larger NCAA economic framework, and recommendations for the future of HBCU athletics to restore both academic and athletic excellence at these institutions. This report provides a compilation of statistical information (80 percent of the report) covering recent trends in the development of historically black colleges and universities (HBCUs). The publication contains information on a variety of education statistics, including enrollment, degrees conferred, staff, faculty salaries, revenues, and expenditures. Supplemental information on all public and private colleges provides a reference for evaluating conditions in historically black colleges and universities. Among the findings of the report are the following: (1) overall enrollment in HBCUs rose by 16 percent between 1976 and 1990, of which 10 percent were black students; (2) 27 percent of black bachelor's degree recipients, 15 percent of master's, and 12 percent of doctor's degree recipients received their degrees from HBCUs in 1989-90; (3) the number of bachelor's degrees conferred by HBCUs declined by 16 percent between 1976-77 and 1989-90, master's degrees declined by 34 percent, and doctor's degrees increased by 214 percent; and (4) faculty salaries at HBCUs have generally kept pace with those at other colleges, though salaries at HBCUs remained somewhat lower. Overall, it is reported that enrollment in HBCUs is beginning to rise rapidly, and that the financial and faculty resources at the public HBCUs generally look stronger than at the private HBCUs. Appendices include definitions for terms used in the report, a guide to sources used, and information on methodology. (GLR)
