While no bill has been passed to this date, the debates have been the means of arousing the public to the present condition of American shipping, and of reviving discussion of this subject to a considerable degree. In response to the resulting demand for material on this question, this volume has been compiled for the use of students, debaters and others wishing to make a study of the question. It attempts to set forth the facts in regard to the history of our merchant marine and its present status with regard to the shipping of other nations.
