Book Description
"This publication provides guidance specific to nuclear facilities on implementing a computer security programme and evaluating existing programmes. The use of computer systems to cover an increasing range of functions at nuclear facilities introduces new vulnerabilities that could seriously endanger nuclear security if not addressed in a rigorous and balanced manner. Digital systems are being increasingly introduced in safety, safety-related and security systems throughout facilities. Non-availability or malfunction of these systems can seriously impact nuclear safety and security, and potentially facilitate sabotage of the facility and/or theft of material. Computer security must, therefore, be a key component of overall facility security."--Provided by publisher.

Book Description
Congress has directed the Director of Central Intelligence (DCI) to submit to the Congressional leadership and intelligence committees an annual, unclassified report assessing the safety and security of the nuclear facilities and military forces in Russia. Congress has requested that each report include a discussion of the following: 1) The ability of the Russian Government to maintain its nuclear military forces. 2) The security arrangements at Russia's civilian and military nuclear facilities. 3) The reliability of controls and safety systems at Russia's civilian nuclear facilities. 4) The reliability of command and control systems and procedures of the nuclear military forces in Russia. This report is the fourth responding to this Congressional request. The report addresses facilities and forces of the Russian Ministry of Defense, the Federal Agency for Atomic Energy (formerly the Ministry of Atomic Energy), and other Russian institutes. It updates the February 2002 report to Congress. This paper has been prepared under the auspices of the National Intelligence Officer for Weapons of Mass Destruction and Proliferation.

Book Description
For more than forty years, the United States has maintained a public commitment to nuclear disarmament, and every president from Ronald Reagan to Barack Obama has gradually reduced the size of America's nuclear forces. Yet even now, over two decades after the end of the Cold War, the United States maintains a huge nuclear arsenal on high alert and ready for war. The Americans, like the Russians, the Chinese, and other major nuclear powers, continue to retain a deep faith in the political and military value of nuclear force, and this belief remains enshrined at the center of U.S. defense policy regardless of the radical changes that have taken place in international politics. In No Use, national security scholar Thomas M. Nichols offers a lucid, accessible reexamination of the role of nuclear weapons and their prominence in U.S. security strategy. Nichols explains why strategies built for the Cold War have survived into the twenty-first century, and he illustrates how America's nearly unshakable belief in the utility of nuclear arms has hindered U.S. and international attempts to slow the nuclear programs of volatile regimes in North Korea and Iran. From a solid historical foundation, Nichols makes the compelling argument that to end the danger of worldwide nuclear holocaust, the United States must take the lead in abandoning unrealistic threats of nuclear force and then create a new and more stable approach to deterrence for the twenty-first century.

Book Description
Computer security as a discipline is challenged by increasing threat vectors targeting a dynamic technological environment. This publication establishes guidance addressing the challenge of applying computer security measures to instrumentation and control (I&C) systems at nuclear facilities. The measures are intended to protect these I&C systems throughout their entire lifecycles against malicious acts perpetrated by threat actors. The technical basis and methodologies for the application of these computer security measures are considered. The publication also addresses the application of such measures to the development, simulation and maintenance environments of the I&C systems. In addition, account is taken of developments in the human factors engineering and nuclear safety. This Technical Guidance references and takes into account other Safety Guides and IAQEA Nuclear Security Series publications that provide guidance relating to I&C design.

Book Description
End Points for spent Nuclear Fuel and High-Level Radioactive Waste in Russian and the United States provides an analysis of the management of spent nuclear fuel and high-level radioactive waste in Russia and the United States, describing inventories, comparing approaches, and assessing the end-point options for storage and disposal of materials and wastes. The authoring committee finds that despite differences in philosophy about nuclear fuel cycles, Russia and the United States need similar kinds of facilities and face similar challenges, although in Russia many of the problems are worse and funding is less available. This book contains recommendations for immediate and near-term actions, for example, protecting and stabilizing materials that are security and safety hazards, actions for the longer term, such as developing more interim storage capacity and studying effects of deep injection, and areas for collaboration.

Book Description
This open access book traces the journey of nuclear law: its origins, how it has developed, where it is now, and where it is headed. As a discipline, this highly specialized body of law makes it possible for us to benefit from the life-saving applications of nuclear science and technology, including diagnosing cancer as well as avoiding and mitigating the effects of climate change. This book seeks to give readers a glimpse into the future of nuclear law, science and technology. It intends to provoke thought and discussion about how we can maximize the benefits and minimize the risks inherent in nuclear science and technology. This compilation of essays presents a global view in discipline as well as in geography. The book is aimed at representatives of governments -- including regulators, policymakers and lawmakers -- as well representatives of international organizations and the legal and insurance sectors. It will be of interest to all those keen to better understand the role of law in enabling the safe, secure, and peaceful use of nuclear technology around the world. The contributions in this book are written by leading experts, including the IAEA's Director General, and discuss the four branches of nuclear law -- safety, security, safeguards and nuclear liability -- and the interaction of nuclear law with other fields of national and international law.

Book Description
This publication is the new edition of the International Basic Safety Standards. The edition is co-sponsored by seven other international organizations European Commission (EC/Euratom), FAO, ILO, OECD/NEA, PAHO, UNEP and WHO. It replaces the interim edition that was published in November 2011 and the previous edition of the International Basic Safety Standards which was published in 1996. It has been extensively revised and updated to take account of the latest finding of the United Nations Scientific Committee on the Effects of Atomic Radiation, and the latest recommendations of the International Commission on Radiological Protection. The publication details the requirements for the protection of people and the environment from harmful effects of ionizing radiation and for the safety of radiation sources. All circumstances of radiation exposure are considered.
