"In 1908, a very public crusade against opium was in full swing throughout China, and the provincial capital and treaty port of Fuzhou was a central stage for the campaign. This, the most successful attempt undertaken by the Chinese state before 1949 to eliminate opium, came at a time when, according to many historians, China’s central state was virtually powerless. This volume attempts to reconcile that apparent contradiction. The remarkable, albeit temporary, success of the anti-opium campaign between 1906 and 1920 is as yet largely unexplained. How these results were achieved, how that progress was squandered, and why China’s opium problem proved so tenacious are the questions that inspired this volume. The attack on this social problem was led by China’s central and provincial authorities, aided by reformist elites, and seemingly supported by most Chinese. The anti-opium movement relied on the control and oversight provided by a multilayered state bureaucracy, the activism and support of unofficial elite-led reform groups, the broad nationalistic and humanitarian appeal of the campaign, and the cooperation of the British government. The extent to which the Chinese state was able to control the pace and direction of the anti-opium campaign and the evolving nature of the political space in which elite reformers publicized and enforced that campaign are the guiding themes of this analysis."

This comparative history examines the divergent paths taken by Britain and France in managing opiate abuse during the late nineteenth and early twentieth centuries. Though the governments of both nations viewed rising levels of opiate use as a problem, Britain and France took opposite courses of action in addressing the issue. The British sanctioned maintenance treatment for addiction, while the French authorities did not hesitate to take legal action against addicts and the doctors who prescribed drugs to them. Drawing on primary documents, Howard Padwa examines the factors that led to these disparate approaches. He finds that national policies were influenced by shifts in the composition of drug-using populations of the two countries and a marked divergence in British and French conceptions of citizenship. Beyond shared concerns about public health and morality, Britain and France had different understandings of the threat that opiate abuse posed to their respective communities. Padwa traces the evolution of thinking on the matter in both countries, explaining why Britain took a less adversarial approach to domestic opiate abuse despite the productivity-sapping powers of this social poison, and why the relatively libertine French chose to attack opiate abuse. In the process, Padwa reveals the confluence of changes in medical knowledge, culture, politics, and drug-user demographics throughout the period, a convergence of forces that at once highlighted the issue and transformed it from one of individual health into a societal concern. An insightful look at the development of drug discourses in the nineteenth century and drug policy in the twentieth century, Social Poison will appeal to scholars and students in public health and the history of medicine.

The Rise of Mass Advertising is a first cultural legal history of advertising in Britain, tracing the rise of mass advertising c.1840-1914 and its legal shaping. The emergence of this new system disrupted the perceived foundations of modernity. The idea that culture was organized by identifiable fields of knowledge, experience, and authority came under strain as advertisers claimed to share values with the era's most prominent fields, including news, art, science, and religiously inflected morality. While cultural boundaries grew blurry, the assumption that the world was becoming progressively disenchanted was undermined, as enchanted experiences multiplied with the transformation of everyday environments by advertising. Magical thinking, a dwelling in mysteries, searches for transfiguration, affective connection between humans and things, and powerful fantasy disrupted assumptions that the capitalist economy was a victory of reason. The Rise of Mass Advertising examines how contemporaries came to terms with the disruptive impact by mobilizing legal processes, powers, and concepts. Law was implicated in performing boundary work that preserved the modern sense of field distinctions. Advertising's cultural meanings and its organization were shaped dialectically vis-à-vis other fields in a process that mainstreamed and legitimized it with legal means, but also construed it as an inferior simulation of the values of a progressive modernity, exhibiting epistemological shortfalls and aesthetic compromises that marked it apart from adjacent fields. The dual treatment meanwhile disavowed the central role of enchantment, in what amounted to a normative enterprise of disenchantment. One of the ironies of this enterprise was that it ultimately drove professional advertisers to embrace enchantment as their peculiar expertise. The analysis draws on an extensive archive that bridges disciplinary divides. It offers a novel methodological approach to the study of advertising, which brings together the history of capitalism, the history of knowledge, and the history of modern disenchantment, and yields a new account of advertising's significance for modernity.

As rates of illegal drug use increase, the debates over drug policy heat up. While some believe penalties should be harsher, others advocate complete decriminalisation. Certainly, debate over the 'war on drugs' is not new. In the early 1920s, as the drive for Chinese Exclusion gathered steam, Canadians blamed the Chinese for the growing use of opium and other drugs, and parliamentarians passed extremely harsh drug laws to counter this use. These laws remained in place until the 1960s. In Jailed for Possession, Catherine Carstairs examines the impact of these drug laws on users' health, work lives, and relationships. In the middle of the century, drug users regularly went to jail for up to two years for possession of even the smallest amount of opium, morphine, heroin, or cocaine, often spending more time incarcerated than on the street. As enforcement increased and drugs became harder to obtain, drug use became an increasingly central preoccupation, making it almost impossible for users to hold down steady jobs, support families, or maintain solid relationships. Jailed for Possession is the first social history of drug use in Canada and provides a careful examination of drug users and their regulators including doctors, social workers, and police officers.

This trailblazing study examines the history of narcotics in Japan to explain the development of global criteria for political legitimacy in nations and empires in the nineteenth and twentieth centuries. Japan underwent three distinct crises of sovereignty in its modern history: in the 1890s, during the interwar period, and in the 1950s. Each crisis provoked successively escalating crusades against opium and other drugs, in which moral entrepreneurs--bureaucrats, cultural producers, merchants, law enforcement, scientists, and doctors, among others--focused on drug use as a means of distinguishing between populations fit and unfit for self-rule. Moral Nation traces the instrumental role of ideologies about narcotics in the country's efforts to reestablish its legitimacy as a nation and empire.
