The Alaska Land Transfer Acceleration Act (Public Law 108-452) was passed on December 10, 2004, to speed up to open lands in Alaska (that were closed under ANCSA as d-1 PLO lands (that is, Section 17(d)(1) Public Land Order lands) without environmental review, although under ANILCA nearly ten million acres of withdrawn land had been opened to entry. The final negotiated version of Section 207 requires the Secretary of the Interior to complete a report to Congress by June 2006, which is contained here. The purpose of this report is to determine and identify withdrawn lands that can be opened to appropriation, and it contains only recommendations.
