Soviet naval officers perceive the Falkland Islands War as one manifestation of increasing rivalry among capitalist states of different levels of development. This circumstance suggests greater Soviet efforts to undermine the U.S. alliance system and to increase its problems of coalition management. Two other trends which the Falklands seemed to confirm are: the emergence of the possibility of resource wars between the North and South, and the increased reliance of the West upon an 'oceanic strategy'. Both trends will be used to promote the growth of the Soviet Navy. Another ground for Soviet naval officers' satisfaction with the Falklands Conflict was precisely what can be learned about trends in warfare at sea. The Falklands Conflict offers major dividends to its naval and military researchers. The research apparatus of the General Staff of the Soviet Armed Forces are now making a sustained effort to reshape their perceptions about modern warfare on the basis of the lessons derived from the Falklands Conflict. Judging by the articles in Morskoi sbornik, this effort will be professionally competent, extensive and sustained. While Soviet military thinkers warn that it is necessary to take into account the peculiarities of all such local wars, they nonetheless see them as having 'an importance for the perfection of military theory'. The Falklands Conflict, like other local wars, will allow them to perfect their conception of modern warfare, i.e, 'that they are grasped through the prism of contemporaneity. The Department of the Navy's white paper, ' ... From the Sea' must unmistakably be viewed as a viable warfighting doctrine, requiring studied application of operational art. Nevertheless, little has been written concerning the application of maritime operational art to the naval services' new concept. Naval service officers, who doubtless will function as 'firemen' in a crisis response situation, and as members of a Joint Task Force or joint force for more sustained operations, must clearly understand the operational level of war, and how to apply operational art. To assist in operational conceptualization, four key questions are employed as a general framework. Other valuable concepts of operational design are centers of gravity, decisive points, culmination, commander's intent, and operational fires all synthesized under the genre of the naval campaign. The Marianas campaign, conducted in the Pacific during World War II, is a classic model of a naval campaign which integrated air, land, and sea forces, and which embodied virtually all of the tenets of the operational art, and is instructive to today's Navy and Marine Corps officers. Moreover, other valuable aspects of modern operational design are useful: the commander's estimate, the campaign plan, the focus of main effort, and the use of operational fires and the maritime manifestation of maneuver warfare, Operational Maneuver From The Sea. As the naval service has proclaimed intent and ability to support national interests in the littorals, mastery of the operational art is vital. What is the ideal force structure for a Littoral Combat Group? This thesis examines the threats posed in the littoral environment and recommends a mixture of surface combatants to reduce the risk to forces operating in a contested littoral environment. By examining the major amphibious campaign conducted by the British in the Falklands War, valuable lessons were extracted and applied to this hypothetical combat group. Further analysis was applied to the theoretical work of naval strategists who have considered how littoral warfare should be conducted. The result has been the development of counterarguments to some of the more widely accepted recommendations. This thesis concludes that the Navy and Marine Corps are currently not well prepared for littoral combat, but that the scales can be tipped toward success by feasible revisions to command arrangements and the embarked force structure.
