The availability of land bases from which to launch and maintain military, diplomatic, and humanitarian relief operations is becoming increasingly uncertain because of physical or political constraints. The ability to operate from a sea base, therefore, is likely to become more and more important. The Defense Science Board recently concluded that Sea Basing will be a critical future joint military capability and that DOD should proceed to develop such capability. Following the DSB report, the Navy requested that the National Research Council (NRC) convene a workshop to assess the science and technology base, both inside and outside the Navy, for developing Sea Basing and to identify R&D for supporting future concepts. This report of the workshop includes an examination of Sea Basing operational concepts; ship and aircraft technology available to make Sea Basing work; and issues involved in creating the sea base as a joint system of systems.

"A centerpiece of the Department of Defense's (DoD's) transformation efforts in recent years has been the move toward making ground forces less reliant on access to foreign-controlled facilities such as harbors, airports, or logistics bases on the ground in their area of operations." "The United States Marine Corps and Army have long maintained expeditionary forces organized and equipped to be rapidly moved and inserted into combat with little reliance on access to local bases or infrastructure. Recognizing the vulnerability of forces that are dependent on local access (as U.S. forces have been in Afghanistan and Iraq), the Department of Defense (DoD) is improving its expeditionary capabilities across all of the military services. In Maritime Power and the Law of the Sea: Expeditionary Operations in World Politics, Commander James Kraska analyzes the evolving rules governing freedom of the seas and their impact on expeditionary operations in the littoral, near-shore coastal zone. Coastal state practice and international law are developing in ways that restrict naval access to the littorals and associated coastal communities and inshore regions that have become the fulcrum of world geopolitics. FORCEnet is currently defined as the operational construct and architectural framework for naval warfare in the information age that integrates warriors, sensors, networks, command and control, platforms, and weapons into a networked, distributed, combat force that is scalable across all levels of conflict from seabed to space and sea to land. Although this definition views FORCEnet as the operational construct and the architectural framework for the entire transformed Navy, some have viewed FORCEnet merely as an information network and the associated FORCEnet architecture merely as an information systems architecture. FORCEnet Implementation Strategy provides advice regarding both the adequacy of this definition and the actions required to implement FORCEnet.
