The fifth chapter provides a step-by-step process of forming or abolishing school districts, consolidating school districts, transferring territory, and unifying school districts. A series of flowcharts explain the 25 percent petition, the 10 percent petition, the state criteria for approvals, and the guidelines for administering the California Environmental Quality Act regulations. Chapter 6 details the requirements of the Education Code Section 35753 governing reorganization proposals. Chapter 7 lists the various effects of a district organizational change on a school district and its employees, property, funds, obligations, bond indebtedness, and revenue limit. The requirements for elections and public hearings are listed in the eighth chapter. Chapters 9 and 10 describe the new governing board and its operations and other functions of the county committee. The final two chapter summarize the appeals process related to transfers of territory and procedures for reorganizing community colleges. Appendices contain state regulations; a list of chartered counties, cities, and school districts; and sample forms. (LMI)

Handbook on Restructuring and Substantial School Improvement
Author: Herbert J. Walberg
Publisher: IAP
ISBN: 1607526522
Category : Education
Languages : en
Pages : 134
Book Description
(Published in cooperation with The Center on Innovation & Improvement) As suggested by the title, the purpose of this Handbook on Restructuring and Substantial School Improvement is to provide principles for restructuring and substantially improving schools. Sponsored by the U.S. Department of Education, the Center on Innovation & Improvement (CII) engaged leading experts on restructuring and school improvement to prepare modules for this handbook to assist states, districts, and schools in establishing policies, procedures, and support to successfully restructure schools. The Handbook is organized into three sections. The topic of the Handbook’s modules – restructuring with a focus on the district as the impetus for dramatic improvement – is relatively new in the nation’s education history. For this reason, the module authors were selected because they are highly experienced experts in their fields and can be counted on to judiciously weigh the less than definitive evidence and to state useful guiding principles.
