Humanitarian military intervention and muscular peace operations have been partially effective in recent years in saving thousands of lives from the Balkans to Haiti to Somalia to Cambodia to Mozambique. However, success has often been mitigated by the international community's unwillingness or inability to quickly send enough forces capable of dealing with a situation decisively. In other cases, the international community has essentially stood aside as massive but possibly preventable humanitarian tragedies took place — for instance, in Angola and Rwanda in the mid-1990s and in Congo as this book goes to press. Sometimes these failures have simply been the result of an insufficient pool of available military and police forces to conduct the needed intervention or stabilization missions. In this timely new book, Michael O'Hanlon presents a blueprint for developing sufficient global intervention capacity to save many more lives with force. He contends, at least for now, that individual countries rather than the United Nations should develop the aggregate capacity to address several crises of varying scale and severity, and that many more countries should share in the effort. The United States' role is twofold: it must make slight redesigns to its own military and, even more important, encourage other nations to join it in this type of intervention, including training and support of troops in countries, such as those in Africa, that are willing to take the necessary steps to prevent humanitarian disaster but lack the resources.

In recent years, the number of people experiencing acute hunger has been persistently high. And 2018 was no exception. Some 113 million people in 53 countries were acutely hungry last year. That is 113 million girls, boys, men and women, old and young, who were unable to access enough food and required humanitarian assistance to meet their most basic needs. For FAO, building resilient agriculture-based livelihoods and food systems is at the core of efforts to fight acute hunger and avert food crises. We know how critical humanitarian assistance is. At the same time, it is clear that humanitarian assistance on its own is not enough to win the battle against acute hunger. That is why FAO’s humanitarian work is firmly embedded within a foundation of resilience building. And this was really demonstrated in 2018, when the breadth of our work extended from immediate humanitarian response to protect lives and livelihoods in some of the most complex contexts in the world, including South Sudan and Yemen, to addressing the vulnerability of pastoral populations and facilitating the development of livestock feed balances in the Horn of Africa, to supporting disaster risk reduction efforts from Myanmar to Central America. This book investigates the law's approach to suicide in England and Wales. It explores the seismic shift in perceptions of the law's role in respect of suicide from imprisonment as a punishment for attempting suicide, to courts hearing arguments about whether there is not only a right to suicide but also a right to assistance in suicide. This development stands alongside a global recognition of suicide prevention as a public health priority. In this book, the dual priorities of respect for autonomy and the protection of human life are recognised as equally important and the legal issues surrounding suicide in a range of different contemporary contexts, including suicide in prison and juvenile suicide, are considered. The book also investigates what the relationship between mental health and suicide means for its legal regulation, and evaluates the enduring legal offence of assisted suicide, particularly in the context of the terminally ill. It is argued that a more refined approach to the topic of voluntary death should be recognised in the law; one that distinguishes more clearly between autonomous decision-making about the end of life, and incapacitated self-caused risks to life that require effective preventative interventions.
