"[A result of the Sand Creek Massacre National Historic Site Study Act of 1998 (Public Law 105-243),] legislation directed the National Park Service, in consultation with the State of Colorado, the Cheyenne and Arapaho Tribes of Oklahoma, the Northern Cheyenne Tribe, and the Northern Arapaho Tribe, to complete two tasks. First, the Act directed the National Park Service to 'identify the location and extent of the massacre area and the suitability and feasibility of designating the site as a unit of the National Park Service system.' Secondly, the Act directed the National Park Service to prepare 'cost estimates for any necessary acquisition, development, operation and maintenance, and identification of alternatives for the management, administration, and protection of the area.' All of these tasks were to be completed within an 18-month timeline. [Volume 1] ... fulfills the first directive to identify the location and extent of the massacre area. [Volume 2] ... includes an assessment of the suitability and feasibility of making the site a National Park Service unit, cost estimates, alternatives for management, and the impacts of those alternatives"--Vol. 1, p. 7-8.
