The modern US Army as we know it was largely created in the years between the two world wars. Prior to World War I, officers in leadership positions were increasingly convinced that building a new army could not take place as a series of random developments but was an enterprise that had to be guided by a distinct military policy that enjoyed the support of the nation. In 1920, Congress accepted that idea and embodied it in the National Defense Act. In doing so it also accepted army leadership’s idea of entrusting America’s security to a unique force, the Citizen Army, and tasked the nation’s Regular Army with developing and training that force. Creating the Modern Army details the efforts of the Regular Army to do so in the face of austerity budgets and public apathy while simultaneously responding to the challenges posed by the new and revolutionary mechanization of warfare. In this book Woolley focuses on the development of what he sees as the four major features of the modernized army that emerged due to these efforts. These included the creation of the civilian components of the new army: the Citizen’s Military Training Camps, the Officer Reserve Corps, the National Guard, and the Reserve Officer Training Corps; the development of the four major combat branches as the structural basis for organizing the army as well as creating the means to educate new officers and soldiers about their craft and to socialize them into an army culture; the creation of a rationalized and progressive system of professional military education; and the initial mechanization of the combat branches. Woolley also points out how the development of the army in this period was heavily influenced by policies and actions of the president and Congress. The US Army that fought World War II was clearly a citizen army whose leadership was largely trained within the framework of the institutions of the army created by the National Defense Act. The way that army fought the war may have been less decisive and more costly in terms of lives and money than it should have been. But that army won the war and therefore validated the citizen army as the US way of war.

Not illustrated. 1838 edition. Excerpt: ... THE TOURIST'S GUIDE. RIPON. The City of Ripon is situated near the centre of the County of York, in the West Riding, in the Wapentake of Claro. It stands on a slight eminence, gradually rising north and south from the rivers Ure and Skell; over the former of which there is a handsome stone bridge of seventeen arches, 256 yards in length. It is nearly midway between London and Edinburgh, being 212 miles distant from the former, and 191 from the latter city. The etymology of the name is not involved in much obscurity: the Latin word Ripa (the ripe or bank of a river) has been generally received as the most probable derivation. Although we have hitherto met with no historical evidence to strengthen our belief that Ripon is either of British or Roman origin, yet, its situation on the banks of a river, where it would be sheltered from the winds, is exactly such as, we are told, were selected by the Britons for their towns, or as occasional places of refuge and shelter for their wives and families, in times of war and tumult. The Roman city of Isurium, now the village of Aldburgh, was but seven miles distant from Ripon, so that .we may be assured the advantages and beauties of its situation would not be unknown or undervalued by that people *. The first event connected with this place, of which we have any certain knowledge; was in 661, when Alchfrid, king of Deira, gave to Ee.ta, Abbot of Melross and Lindisfarne, a piece of ground, on which he built a monastery. At this time the town is said to have consisted of but thirty houses. Judged by these tests the Life of Lord Ripon, even in my inadequate rendering of it, will, I think, be found fully justified. It will be a triumph he richly deserved. He was not, a showy statesman. He hated the Palaver and the SmeKght. He was not a great speaker or a good writer But he was industrious, painstaking, honest, and shrewd. He had high purposes and far more than average ability, which, joined with a character of singular nobility and lovableness, oncein the Indian Viceroyalty almost touched the highwater mark of genius. He served his country through nearly sixty years with such simplicity and so little selfassertion that, at the end, he seemed to fall quite easily into the ruck of political mediocrity. For at that time even his Indian work was only beginning to emerge from the distorting atmosphere of party controversy. The rereading of his Lite today in the light of an ample material, and more especially of the lessons of the Great War and of its political and social concomitants, must, I think, reverse this judgment and give to Lord Ripon a high place in the constructive statesmanship of the Victorian and Edwardian epochs. It remains for me to express my gratitude to Sir Henry Primrose, K.C.B., for the high compliment he paid me in asking me, with the assent of his brother executors, to prepare this book, and for the valuable advice and great material help he has afforded me throughout. With him I should associate the name of the late Lady Primrose, who took a deep interest in the work, and who also contributed not a little to lighten my labours.
