One of the greatest post-war problems in Virginia was the settlement of pre-war debts with English merchants, required by the Treaty of Peace, but virtually impossible in the inflation-ridden, cash poor economy of post-war Virginia. These problems were complicated by the British war depredations there. Pendleton frequently raised this issue in his correspondence with Madison.
