Book Description
About 155,000 cubic meters of waste contaminated with both radioactive isotopes and hazardous chemicals are stored at some 30 DOE sites, and another 450,000 cubic meters are buried. While DOE is making a concerted effort to properly dispose of this waste, the amount translates to a multi-decade effort that will require handling, characterizing, and shipping hundreds of thousands of waste containers at a total cost of billions of dollars. This report describes basic scientific research that can lead to new technologies for performing these tasks more safely and cost effectively.

Book Description
In 1998, the U.S. Department of Energy (DoE) plans to begin a $19 billion program to dispose of 176,000 c.m. of transuranic waste that will be permanently stored in the Waste Isolation Pilot Plant (WIPP), a repository near Carlsbad, NM. However, DoE must first obtain from EPA a certificate of compliance with its disposal regulations for radioactive waste and meet the requirements of RCRA for handling and disposing of hazardous waste. This report assesses the prospects for opening WIPP and determines how well DoE is positioned to begin filling it in the first few years of operation and longer.

Book Description
The only published work that treats the historical evolution of EPA enforcement, this book provides a candid inside glimpse of a crucial aspect of the work of an important federal agency. Based on 190 personal interviews with present and former enforcement officials at EPA, the U.S. Department of Justice, and key congressional staff members—along with extensive research among EPA documents and secondary sources—the book vividly recounts the often tumultuous history of EPA’s enforcement program. It also analyzes some important questions regarding EPA’s institutional relationships and the Agency’s working environment. This revised and updated edition adds substantial new chapters examining EPA enforcement during the Clinton and George W. Bush administrations. Its treatment of issues of civil service decline and the applicability of captive agency theory is also new and original.
