Even before Pancho Villa’s 1916 raid on Columbus, New Mexico, and the following punitive expedition under General John J. Pershing, the U.S. Army was strengthening its presence on the southwestern border in response to the Mexican Revolution of 1910. Manning forty-one small outposts along a three-hundred mile stretch of the Rio Grande region, the army remained for a decade, rotating eighteen different regiments, primarily cavalry, until the return of relative calm. The town of Skagway was born in 1897 after its population quintupled in under a year due to the Klondike gold rush. Despite the discipline and contributions of soldiers who served honorably, Skagway exhibited the era’s persistent racism and maintained a clear color line. However, these Black Regulars carried out their complex and sometimes contradictory mission with a combination of professionalism and restraint that earned the grudging respect of the independently minded citizens of Alaska. The company used the popular sport of baseball to connect with the white citizens of Skagway and in the process gained some measure of acceptance. Though the soldiers left little trace in Skagway, a few remained after their enlistments and achieved success and recognition after settling in other parts of Alaska.

Agents of Empire expands the historiographical scope of Civil War studies to include the war’s intersection with the history of the American West, demonstrating how the war was transcontinental in scope. Much more than a traditional Civil War regimental history, James Robbins Jewell’s work delves into the operational and social conditions under which the First Oregon Cavalry Regiment was formed. In response to ongoing tensions and violent interactions with Native peoples determined to protect their way of life and lands, Colonel George Wright, head of the military’s District of Oregon, asked the governor of Oregon to form a voluntary cavalry unit to protect white settlers and farmers. By using local volunteers, and later two additional regiments of infantry from the region, the federal government was able to draw from the majority of Regular Army troops stationed in the Pacific Northwest, who were eventually sent to fight Confederate forces east of the Mississippi River. Had the First Oregon Cavalry failed to fulfill its responsibilities, the federal government would have had to recall Union forces from other threatened areas and send them to Oregon and Washington Territory to quell secessionist unrest and Indigenous resistance to land theft, resource appropriation, and murder. The First Oregon Cavalry ensured settlers’ security in the Union’s farthest northwest corner, thereby contributing to the Union cause.

Henry Martyn Lazelle (1832-1917), born in Enfield, Massachusetts, the son of a farmer, orphaned at the age of four, and raised by a succession of relatives and family friends, was the only cadet in the history of the U.S. Military Academy to be suspended and sent back a year (for poor grades and bad behavior) and eventually return as Commandant of the Corps of Cadets. After graduating from West Point in 1855, he scouted with Kit Carson, was wounded by Apaches, and spent nearly a year as a "paroled" prisoner-of-war at the outbreak of the Civil War. Exchanged for a Confederate officer, he took command of a Union cavalry regiment, chasing Mosby's Rangers throughout northern Virginia. The early days of Reconstruction brought him to the Carolinas. Later he represented the U.S. at British Army maneuvers in India and commanded units and posts in the Far West and the Dakotas during the relocation and ravaging of the American Indian nations. Due in part to an ingrained disposition to question the status quo, Lazelle's service as a commander and senior staff officer was punctuated at times with contention and controversy. In charge of the official records of the Civil War in Washington, he was accused of falsifying records, exonerated, but dismissed short of tour. As Commandant of Cadets at West Point, he was a key figure during the infamous court martial of Johnson Whittaker, one of West Point's first African American cadets. Again, he was relieved of duty after a bureaucratic battle with the Academy’s Superintendent. Lazelle retired in 1894 as Colonel of the 18th U.S. Infantry at Fort Bliss, Texas, where his Army career had begun 38 years earlier. Along the way, he authored articles on military strategy and tactics, took up spiritualism, and published two books on the relationship between science and theology.

During the Civil War, North Carolinian William Dorsey Pender established himself as one of the Confederate Army of Northern Virginia's best young generals. He served in most of the significant engagements of the war in the eastern theater while under the command of Joseph E. Johnston at Seven Pines and Robert E. Lee from the Seven Days to Gettysburg.
